Gentlemen:

This refers to an investigation conducted by Region III during the period

May 1, 1980 to December 8, 1980, at your LaSalle Nuclear Power Station,

Units 1 and 2.

The report setting forth the results of the investigation

is enclosed.

Issuance of this report was delayed while the NRC considered

whether or not to refer the investigation findings, which related to falsifi-

cation of quality records by one of your contractors, to the U.S. Department

of Justice (D0J) for criminal consideration. We have just recently decided

that this matter will not be referred to D0J. Although no referral to DOJ

will be made, the matter is considered to be serious and a copy of our letter

to Tech-Sil, Inc. is enclosed.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room unless you notify this office

by telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of

the date of this letter. Such application must be consistent with the

requirements of 2.790(b)(1).

The responses directed by this letter are not subject to the clearance pro-

cedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.
