Gentlemen:

Subject: Report Nos. 50-338/82-01, 50-339/82-01

This refers to the routine safety inspection conducted by Messrs. G. A. Belisle,

P. E. Fredrickson and P. H. Skinner of this office on January 18-28, 1982, of

activities authorized by NRC License Nos. NPF-4 and NPF-7 for the North Anna

facility. Our preliminary findings were discussed with Mr. R. H. Leasburg, Vice

President, Nuclear Operations Department, at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report.

Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

During the inspection, it was found chat certain activities under your license

appear to violate NRC requirements.

These items and references to pertinent

requirements are listed ~ n the Notice of Violation enclosed herewith as

Appendix A.

Elements to be included in your response are delineated in

Appendix A.

We have examined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is discussed

in the enclosed report.

As discussed in paragraph 6.b of the enclosed report, plant drawings have not

been updated in a timely manner to include certain previous design changes. This

matter was discussed by Mr. W. R. Cartwright of your staff with Mr. K. D. Landis

of this office on February 12, 1982.

Based on this telephone conversation, we

understand that a procedure will be developed by March 1,1982, that will require

updating applicable controlled drawings to reflect future design changes within

two days after the design change has been installed.

In addition, controlled

drawings impacted by previous design changes will be upgraded to reflect these

changes by March 12, 1982.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will

be placed in the NRC's Public Document Room unless you notify this office, by

telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of the

date of this letter. Such application must be consistent with the requirements
