Duke Power Company Catawba Nuclear Station Violation:

10 CFR 50, Appendix B Criteria XVII, as implemented by Duke Power Company Topical Report Duke-1 paragraph 17.1.17, requires records shall bc maintained to furnish evidence of activities affecting quality and inspection records shall as a minimum identify the inspector, the type of observation, the results and the acceptability...

Contrary to the above,' on February 23-26, inspection records did not identify the inspector,- type of observation, the results and acceptability of the inspection in that no inspection records were initiated for the periodic-general-storage inspections that were made of the yard area adjacent to the containment and auxiliary buildings.

Response

1. Duke Power Company admits this violation.

The reasons for this violation were as follou: Construction Procedure 371

and Equipment Special Storage and Maintenance Inspection Form (Form P-3A Serial Number M-145) refer only to stored equipment, not to stored materials.

Also, the latest revision of construction QA Procedure P-3 (storage inspec-tion) allows the option of documenting only discrepancies found as a result of the storage inspection.

3. Action has been taken to report all storage inspections performed whether or not discrepancies are discovered.
4. Construction Procedure 371 will be revised to include requirements for inspection of stored materials.
5. Full compliance will be achieved by July 31, 1982.
