Report Nos. 50-259/82-06, 50-260/82-06, and 50-296/82-06

This refers to the routine safety inspection conducted by Mr. R. F. Sullivan of

this office on December 26, 1981 - January 25, 1982, of activities authorized by

NRC Operating License Nos. DPR-33, DPR-52, and DPR-68 for the Browns Ferry

facility. Our preliminary findings were discussed with Mr. G. T. Jones, Plant

Superintendent, at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

During the inspection, it was found that certain Octivities under your license

appear to violate NRC requirements.

These items and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as

Appendix A.

Elements to be included in your response are delineated in

Appendix A.

In addition to the need for corrective action regarding these specific

violations, we are concerned about the implementation of your management control

systems that permitted their occurrence. Consequently, in your reply, you should

describe in particular those actions taken or planned to improve the effective-

ness of your management control systems.

One new unresolved item is identified in the enclosed inspection report. This

item will be examined during subsequent inspections.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will

be placed in the NRC's Public Document Room unless yor notify this office, by

telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of the

date of this letter. Such application must be consistent with the requirements

of 2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to che

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
