SEISMIC INSTRUMENTATION SURVEILLANCE REQUIREMENTS Your letter dated October 23, 1979 proposed changes to the seismic monitoring instrumentation Technical Specification surveillance requirements. The information in your letter has been examined by our contractor and we have had several discussions with your staff.

As a result we find that we require additional information as iden-tified in the enclosure to enable us to continue our review.

It will assist is in scheduling the review and responding to your proposal if you can indicate a planned date for the submittal this additional information.

The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondent; therefore, OMB clearance is not required under P.L.96-511.

In a telecon dated February 16, 1982 [Ref. 3], the licensee agreed to submit additional information to support their request for a Technical Specification change on the seismic instrumentation surveillance requirements. Submit the following information:

(a) Detailed manufacturer's product data for the triaxial response-spectrum recorder and time history accelerograph (should include manufacturer's rc ommended testing / calibration guidelines).

(b) Details of the test procedures used for meeting the existing surveillance requirements and the history of maintenance, recali-bration, etc. of the above seismic instrumentation.

(c) Detailed basis for the surveillance interval change (such as safety reasons, product reliability, manufacturer's recommendations, etc.).

Discussion:

In Ref. 2, the time-history accelerograph is defined as an " active instrument" and the most important for measuring vibratory motion.

Since active instrumentation is dependent upon power sources and active components for its performance, periodic channel checks are required as defined in Section 8.3 and the test data requirements of Section 8.4.

The recommended frequency of maintenance for periosic channel checks (see Table 1, Ref. 2) is on a monthly basis for active instruments.
