TRIP REPORT - AGREEf1ENT STATES MEETING

AND CRCPD TASK FORCE MEETINGS to During the period October 19-23, 1981, I attended the annual Agreement States meeting and participated as NRC's resource reprerentative on Task Force's 7 and 8 of the Conference of Radiation Control Program Directors.

1.

Agreement States Meeting I chaired a panel on LLW disposal consisting of Nancy Kirner, Washington;.

Joel Lubenau, State Programs; Roy Osbcrne, Kentucky; and Heyward Shealy, South Carolina.

The format followed was that each member presented a 10-15 minute talk followed by a 20 minute discussion session.

I reviewed the current status and major provisions of Part 61 and our plans for completing and issuing the final rule.

I also reviewed several other activities including the issuance of the NRC policy statement on volume reduction. Most of the questions during the discussion session focused on the time and procedures for licensing a new site.

Nancy Kirner reviewed current activities in establishing a Northwest compact and recent negotiations between Washington and U.S. Ecology regarding arrangements for financial assurance. Nancy said they planned to increase the per cubic foot charge from 271 cents to $1.00 to obtain a 6 million long term care fund and 800K closure fund.

Joel Lubenau reviewed recent State Agreements Program staff activities to establish procedures whereby a state could negotiate a limited agreement for licensing a LLW disposal facility.

Roy Osborne discussed the status of Kentucky's activities leading to closure and stabilization of Maxey Flats. He indicated that Hittman Nuclear, the new contractor for the site, was making arrangements to install a plastic membrane ~ over part of the site to evaluate its effectiveness in reducing water infiltration.

Heyward Shealy reviewed the volume reduction activities underway at the Barnwell site. He indicated that Barnwell had sufficient capacity at the reduced rates to the end of this century.

He also indicated they were having problems again with excessive free liquids in U F Shipments and that they were checking all shipments.

Conference Of Radiaiton Control Program Directors Task Force Nos. 7 and 8.

Task Force 8 - Task Force 8 seemed to have things under control and was moving in the direction of producing a useable product. Under a grant from DOE, they were identifying institutional wastes which currently have restricitons with respect to disposal at the existing sites and identifying environmentally acceptable disposal methods for such waste, paying special attention to incineration. They had identified 12 types of waste or waste categories which currently had restrictions as follows:

Liquids TRU waste SNM waste Scintillation Vials Biological and etiological agents Radium Long Tl waste Very low specific activity material Pyrophorics Wastes in certain chemcial and physical forms (e.g., gases)

Restrictins on waste due to point of origin because of political, legal or compact restrictions Restrictions on waste due to third party certification.

With respect to disposal, they identified 5 " acceptable disposal methods" in addition to incineration:

  • 1) Storage for decay and disposal as non-radioactive waste; t
2) Dilute and disperse;
  • 3) Segregate to reduce volume; l

  • 4) Volume Minimization; and
5) Establishment of deminimus for radionuclides other than C-14 and H-3.

Methods identified as being applicable to all waste types.

They were currently considering and ranking each waste type by disposal method. They were also looking at existing regulatory requirements for licensing incineration.

I agreed to provide background information on incineration and to review that portion of_their report with Wally Hinckley (Maine) at the New England Radiological Health Committee Meeting the following week.

Task Force 7 Task Force 7 did not seem to be as far. along and I spent the majority of my time with this group. They were also operating under a DOE grant to identify any areas where more definitive critera for LLW disposal were needed. Based on the areas identified, they would start the following year to prepare draft criteria. Most of my participation with this group involved discussion and explanation of the work we completed related to preparation of Part 61.
