DIVISION OF LICENSING V S NUCLEAR REGULATORY COMMISSION WASHINGTON D C 20555 DOCKET 50-312 RANCHO SECO NUCLEAR GENERATING STATION UNIT 1 PROPOSED TMI REQUIREMENTS On April 15, 1982 the Sacramento Municipal Utility District responded to your letter of March 17, 1982 which requested information on certain items scheduled in NUREG 0737 to be implemented between July 1, 1981 and March 1, 1982. Since the date of our letter we have performed an inspection of the auxiliary feedwater header in our steam generator and have determined that repairs are necessary at this time.
Our present estimates indicate that Rancho Seco Unit 1 will be shut down until approximately August 1,1982 for these repairs. We have approximately five months of operation available with the present core and would hope to bring the unit into operation in August for the peak load months of August and September. We find it desirable to then operate the unit until January 1 of 1983 to fully utilize the present core loading. The engineering manpower being devoted to the present outage has jeopardized the September 1 shutdown date discussed in our April 15, 1982 letter.
In addition, construction schedules and equipment delivery dates are slipping and also support a January 1, 1983 shutdown.
We are, therefore, informing you by this letter of our desirer to perform the Three Mile Island modifications which were discussed in cur April 15, 1982 letter, in an outage scheduled to begin January 1,1983, rather than September 1,1982.
We feel, our forthcoming discussions on manpower requirements and work priorities will lend further support to the January 1,1983 outage date.
