Dear Mr. Woodruff:
The information contained in the attachments to this letter is in response to a request made by Messers Woodruff and Hosford of the Commission to Messers McBride and Craun of Public Service Company of Colorado during a phone conversation on tiovember 28, 1979.
The details of PSC's program for implementing the requirements of I&E Bulletin 79-14 were discussed with Messers Woodruff and Hosford at Fort St. Vrain on fiovember 19, 1979.
The items covered in the attachments to this letter were to have been discussed on the following day, but the meeting had to be cancelled due to a snow storm.
Mr. McBride, and Mr. Craun will be in your office at 8:30 a.m. December 6,1979 to discuss the attached submittals with you.

ATTACHMENT I REVIEW OF RAND 0M SAMPLE AUDIT AND CORRECTIVE ACTION SCHEDULE The random sample audit consisted of 26 seismic class I piping isometrics and 96 associated pipe hangers.
A review of the audit was performed to obtain infonnation for Steve Hosford and Roger Woodruff (both NRC representatives), i This information was requested during a telephone conversation on November 28, 1979.
The sample audit packages were reviewed for: 1.) major pipe configuration discrepancies, 2. ) major hanger mislocation discrepancies, 3.) missing hangers and 4.) hanger restraint direction discrepancies.
For the purpose of this review only, major discrepancies are defined as those as-built documentation problems which have the highest probability of resulting in system impairment.
This is not implying that PSC is reviewing only these types of documentation discrepancies during the review of Fort St. Vrain Unit No.1 for IE Bulletin 79-14. ~ Hanger 9A-H-21125 (attached) has examples of as-built documentation discrepancies which are not represented by any of the above four categories but would receive an analytical review per the bulletin requirements.
Results of the random sample audit review are as follows:
1.) Major Pipe Configuration Discrepancies No major pipe configuration discrepancies were noted in the i
sample audit.
2.) Major Hanger Mislocation Discrepancies One hanger, 9A-H-21125, was mislocated by approximately three (3) feet.
The mislocation was analyzed using both the simplified and computerized line analysis methods.
Both analyses verified the acceptabilty of this hanger mislocation.
The on going piping program for IE Bulletin 79-14 will as-build the documentation to reflect the current location.

Five hangers from the sample audit had restraint direction discrepancies ~.
The details of the five are as follows:
4.1) Hanger 9A-H-46146 is a stanchion type hanger which is missing shear lugs.
Computer' analysis of the associated line verified system operability without the lugs.
4.2) Hanger 9A-H-46147 (same-as 4.1 above) 4.3)' Hanger 9A-H-21255 (same as 4.1 above) 4.4) llanger 9A-H-46137 (same as 4.1 above) 4.5) Hanger 9A-H-46404 is a gang type hanger which is missing pipe saddle shear lugs.
Computer analysis of the associated 'line verified system operability without the lugs.
PSC is initiating the required documentation to install the missing lugs.
l The discrepancies noted in item 4 above shall be corrected by December 21, 1979.

The results of the 79-14 audit review are as follows:

Missing Hangers One missing hanger was noted in this review.

Field Audit Craft Action are being prepared to replace the missing hanger and to correct the hanger restraint direction discrepancies.
