Subject: Emergency Preparedness Appraisal
To verify that licensee's have attained an adequate state of onsite emergency
'
preparedness, the Office of Inspection and Enforcement is conducting special
appraisals at each operating power reactor site. Appraisals are also being
performed at sites where a power reactor is expected to receive an operating
license in the near future. The objectives of the appraisal at each facility
are to evaluate the overall adequacy and effectiveness of emergency preparedness
i
and to identify areas of weakness that need to be strengthened. We will
use the findings from these appraisals as a basis not only for requesting
individual licensee action to correct deficiencies and effect improvements,
'
but also for effecting improvements in NRC requirements and guidance.
During the period Octc6er 26 - November 6,1981, the NRC conducted an appraisal
!.
of the emergency preparedness program at the San Onofre Nuclear Generating
Station. The appraisal was performed in lieu of certain routine inspections
normally conducted in the area of emergency preparedness. Areas examined
during this appraisal have been described in the enclosed report (50-206/
,
81-38,50-361/81-31,50-362/81-08). Within these areas, the appraisal team
l
reviewed selected procedures and representative records, inspected emergency
facilities and equipment, observed work practices, and interviawed personnel.
The findings of this emergency preparedness appraisal indicate that one
i
significant deficiency existed in your emergency preparedness program.
Your commitments to resolve this deficiency were discussed in a confirmatory
letter dated November 16, 1981, which is enclosed as Appendix A.

You should be aware that if actions to correct the significant deficiency

are not taken within the comitted dates of the November 16, 1981 confirmatory

letter, the NRC will consider whether enforcement action is appropriate.

The findings of this appraisal also indicate areas in your emergency preparedness
program where we believe improvements could be made. .These are discussed
in Appendix B, " Appraisal, Improvement Areas." ye recognize that an explicit
regulatory requirement pertaining to each item identified in Appendix B
may not currently exist, but we believe additional effort in these areas
would result in program improvements. No written response is required for
!
items identified in Appendix B.
However, we will review your actions on
]
these items during future inspections.
This appraisal disclosed that certain actions had not been completed on
some of the items related to your emergency preparedness program. These
items have been listed in Appendix C and are considered to be "open".
A
follow-up inspection, directed primarily toward these "open" items, was
conducted on January 26-28, 1982. The findings of this follow-up inspection
,
have been recorded in Inspection Report No. 50-361/82-07 and will be transmitted
by separate letter. At this time it appears that Item 5 (Post Accident
.'
Sampling System) is the only item still considered to be "open".
The license,
issued February 16, 1982, requires that the Post Accident Sampling System
be operational prior to exceeding 5' percent of full power.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days
of the date of.this letter. Such application must be consistent with the
requirements of 2.790(b)(1).
Should you have any questions concerning this appraisal, we will be pleased
to discuss them with you.
