9 OMAHA PUBLIC POWER DISTRICT'S RESPONSE TO IE INSPECTION REPORT 81-35 Emergency Preparedness Appraisal Significant Finding 4 - Respiratory Protection a.
Required Action The licensee shall determine the expected number of onsite emer-gency personnel who may be required to perform essential duties under conditions of significant airborne radioactive contamination and who, therefore, require self-contained breathing apparati in order to safely perform their assigned tasks. The licensee shall make provisions for acquisition of the necessary quantities of appropriate respiratory protection equipment and for locating the equipment in areas safely and quickly accessible to all onsite emergency response personnel.
The licensee shall assure the NRC that all emergency response personnel will maintain their capa-bility to safely and efficiently don appropriate respiratory protective equipment.
b.
Agreed Upon Date of Completion The licensee shall describe to the NRC by April 1,1982, how all essential emergency response personnel including anticipated off-site emergency support personnel are to be provided with appro-priate respiratory equipment, including plans for the acquisition of necessary additional equipment.

Action Omaha Public Power District has completed an evaluation which identified all essential onsite emergency response personnel,
)
including anticipated offsite support personnel, that may require a I
self-contained breathing apparatus (SCBA) for the performance of their duties during an emergency. The following criteria were used for determining which personnel require SCBA's:
(1) normal work location, (2) assigned emergency response facility during emer-gencies, (3) onsite mobility requirements to perform emergency duties, (4) site access and egress travel route, and (5) optimum location of SCBA. Utilizing these criteria, the District segre-gated those positions that require dedicated or individual SCBA's and those positions that could share a respirator. With these considerations, the District determined the optimum number and locations for the SCBA units to ensure all essential personnel would have proper respiratory equipment for all contemplated emergency tasks. The results of the SCBA analysis are provided below:

i Total 40 The District has verified that all applicable personnel, with the exception of five i;RC representatives at the Technical Support Center, maintain the capability to correctly don and operate respiratory equipment in accordance with Ua Fort Calhoun Station Radiation Protection Program.
b.
Date of Completion Presently,18 self-contained breathing apparatus units are main-tained at the Fort Calhoun Station and are available for emergency service. The District will increase the supply to attain the optimum 40 units as identified by the evaluation. The District has.
ordered four additional SCBA units and plans to plac2 them in service by April 1,1982. The remaining 18 SCBA units will be ordered by April 1,1982 and will be placed in service within one month af ter delivery.
