Reanalysis of Emergency Warning System Mobile Sirens This letter is in response to your letter dated April 20, 1982, and Enclosure 1.
Review of your response, and subsequent conversations with Mr. J. Pflant and Mr. M. Hadcock of the NPPD general office, does not reflect a realistic response time. The routes were driven by NPPD personnel during inclement weather which may be realistic; however, the total time for accomplishing the public notifi-cation starts from the time that the message is sent out to the volunteer fire department personnel, the volunteer firemen drive to their respective fire halls, the equipment is installed on their vehicles, the firemen are briefed, and their respective routes are driven.
It was determined during our recent inspec-tion that some volunteer firemen work in Auburn, Nebraska, and that their response time could be impacted by notifying their employers that they are leaving and driving to their respective fire halls.
We find your response to be unacceptable and recommend that NPPD conduct a realistic, unannounced, full-system test.
Such a test should occur on Monday through Friday between the hours of 9:00 a.m. to 3:00 p.m.
Results of this test should be presented to the NRC for review and evaluation.
