Reanalysis of EWS Mobile Sirens
Dear Mr. Collins:
This letter is written to fulfill commitments made by NPPD per Reference 1.
The District was to provide the information requested in items 2 and 3 by April 20, 1982.
The following are the responses to these items.
Item 2 The licensee shall provide an analysis of the minimum number of mobile siren units (in addition to the fixed stations) necessary for emergency notification, for each of the following areas: Peru, Brownville, Nemaha, Shubert, Rock Port, and Watson.
Item 3 The licensee shall provide revised route maps to reflect the minimum number of necessary mobile sirens identified in item 2 above.
Response
The original number of routes required and mobile sirens needed was based on limited input from the Volunteer Fire Departments.
In providing j
a reanalysis of routes, NPPD personnel drove the assigned routes to determine the time required to drive each route.
The times required for each route are given in Enclosure 1.
From the enclosure it can be seen that the majority of the routes in the 5-10 mile radius can be driven in time limits as per the specified guidance.
In the 0-5 mile radius it was found that there were routes that could not be completed within the desired time limits.
It should also be noted that when District personnel were driving these routes, the driving conditions were much less than ideal due to inclement weather.

a Mr. John T. Collina April 20, 1982 Page 2 As a result of this reanalysis, the Early Warnf ng System in these areas will be upgraded by revising present mobile siren routes to reduce time required for notification.
This upgrading will include a review of the need to install additional fixed sirens in areas where it may not be feasible to use mobile sirens. When the revised route maps are complete, NPPD personnel will drive these routes using the procedure contained in EPIP 5.7.27 to determine the notification times.
These times will then be compared to the specified guidance to see if further upgrading is required.
It is anticipated that all upgrading will be completed within 120 days of the date of this letter.
The EPIP 5.7.27,'which contains the route maps, are transmitted as to this letter.
