Browns Ferry 50.54(f) SPRA Submittal - Completeness Review Done and Path Forward Date: Wednesday, February 19, 2020 5:42:00 PM Good afternoon Russell, The purpose of this email is to inform you that: 1) the NRC staff has finished its completeness review (similar to an acceptance review) of the Browns Ferry 50.54(f) seismic probabilistic risk assessment (SPRA) submittal (ADAMS Accession No. ML19351E391), 2) the submittal contains sufficient information to proceed to stage 2 - the detailed audit review, 3) to share our proposed review timeline, and 4) to request that information be provided on the Browns Ferry SPRA e-Portal audit folder (Certrec IMS audit site) to support the staffs detailed review of the submittal.

Completeness (Acceptance) Review The staff has completed its Completeness review (Stage 1) and has determined that sufficient information has been provided to proceed to Stage 2.

The tentative review schedule for the staffs review can be found below.

Proposed Review Timeline (subject to change)

Stage (1): Completeness Review - DONE Stage (2): Verify that SPRA is Suitable for Decision-Making and Develop Recommendation Prepare first draft of the Technical Review Checklist (ADAMS Accession No. ML17041A327) and request for any additional audit information (if needed) -

April 2020 Clarification call with licensee and NRC staff (if needed) - early May 2020 Updated Technical Review checklist using responses to clarification questions and determine tentative recommendation - July 2020 Technical Review Board Briefing - August 2020 Senior Management Review Panel (SMRP) Briefing - August / September 2020 Issue Staff Response Letter - September 2020, unless SMRP concludes that further evaluation (Stage 3) is needed

Request for e-Portal Information The staffs review of the SPRA report follows the generic audit plan dated July 6, 2017 (ADAMS Accession No. ML17177A446). The audit process is used to confirm statements in the SPRA submittal. To support the Staffs review, please make the following documents (or portions supporting the submittal) and information available in your e-Portal:

1. SPRA Peer Review Reports (Full-Scope, Focused-Scope, and Close-Out, as

applicable) [References 6, 48]

2. SPRA Human Reliability Analysis Notebook [References 41, 47]
3. SPRA Plant Response Notebook [Reference 50, and any others]
4. SPRA Quantification Notebook [Reference 42]
5. SPRA Modeling Notebooks [Reference 60]
6. Seismic-Induced Fire and Flood Assessment [Reference 44, and any others]
7. Uncertainty and Sensitivity [if any others, in addition to Reference 42 noted above]
8. Internal Events PRA Peer Review Reports (Full-Scope, Focused-Scope, and Close-Out, as applicable) [References 52, 54, 57, 58]
9. Confirmation that the licensees SPRA model incorporates the latest resolutions to all IEPRA peer review finding level F&Os (open as well as closed). Provide justification that the exclusion of those resolutions from the SPRA as well as dispositions of open findings does not significantly change the corresponding results.

The rationale for requesting items 8 and 9 is to determine the acceptability of the base IEPRA model.

Please feel free to give me a call if you have any questions regarding this email of if you would like to discuss this request.

We may have additional information needs in the near future and we will communicate those as the review progresses.

Please let me know as you are able upload these documents to the Browns Ferry SPRA audit site so that we can proceed with the detailed review.

Thank you in advance.
