Dear Mr. O'Reilly:
Florida Power Corporation hereby submits this correspondence in response to Mr. 3. P.
O'Reilly's letter dated December 21,1981, and as a supplement to our previous correspondence dated September 25,1981 responding to your comments regarding the Crystal River Unit 3 Emergency Plan.
This plan was previously titled EM-100, " Florida Power Corporation Crystal River Unit 3 Emergency Plan." EM-100 was deleted from Crystal River Unit 3's Plant Operating Quality Assurance Manual (POQAM) and reissued as a license document under the provisions of 10CFR50.54.
The Plan is currently titled the " Radiological Emergency Response Plan" (Rev. 0) hereafter referred to as the " Site Plan."
Attachment i to this letter lists the responses to your comments that were denoted in our previous correspondence as requiring additional efforts or evaluations. As before, only the Planning standard letters and criteria numbers are used as a reference to your comments, rather than reiterating your concerns in their entirety. consists of those pages of the Site Plan that were affected by changes as a result of your comments.

Planning Standard A 1.
Criterion 3:
A letter of agreement was received from the DOE Savannah River Operations and was incorporated in the EM-100, Revision 14, issue.

Planning Standard F 1.
Criterion 2:
The existing medical communications include telephones and local Government radio which can be used to notify fixed and mobile medical emergency facilities. The next revision to the Radiological Emergency Response Plan will include a basic description of the lines of communication available during a medical emergency.
In addition, Florida Power Corporation has purchased a mobile radio to be placed in l
the Plant Emergency Vehicle which would allow enroute communications with mobile and fixed medical facilities in the area. A request for an FCC license was refused on the grounds of insufficient need and we are presently pursuing a license under the control of a local hospital.

Planning Standard G 1.
Criterion 4:
Florida Power Corporation's posture is that the timely, accurate release
,of information concerning an emergency situation at the Crystal River
- Plant to the media will best control the spread of inaccurate rumors.
To that end, a complete Emergency Information Management Plan has been prepared to augment the Information Support Group positions identified in the Corporate Emergency Support Plan. Specific attention has been given to rumor control.
The Information Support Group has addressed rumor contrcl from essentially two positions:
(1) pneral inquiry from employees and customers as to the status of the emergency / recovery efforts in regards to the plant; and (2) public inquiries regarding any evacuation orders in the area surrounding the plant; basically, a coordinated effort with government authorities.
It is the responsibility of the Consumer Service Coordinator to initiate communication contact with the Corporate Area Vice Presidents in each of the Company's divisions to inform them and keep them apprised of emergency / recovery conditions at the Crystal River Nuclear Plant.

utilized, on a priority basis, to inform all district offices, operating centers and customer service centers (telephone centers) of existing o

Planning Standard G (Continued) conditions by the TELECOM MESSAGE. These Corporate areas are the existing primary points of direct customer contact with the Company.
The TELECOM MESSAGE release will be identical to that issued by news release to the media.
A reporting requirement in the Information Support Group's Emergency Information Management Plan is for all rumors received by way of general inquiry to be brought to the attention of the Information Director. A general news /Telecom Message release would be issued to correct any misinformation, at the determination of the Information Director and Corporate Emergency Officer.
p As to public inquiry regarding any evacuation orders by government officials, the Information Representative, assigned to the Emergency Operations Facility, has direct contact with state, local, and federal spokespersons at that location.
A coordinated effort, utilizing the Emergency News Center, located at the Crystal River City Hall Auditorium, and the state's communication network, would be made with responsibility for release of information of this nature given to the spokespersons representing state, local, and federal government.
Misinformation being reported to state, local, and federal officials by way of inquiry would be brought to the attantion of the Information Director and Corporate Emergency Officer.
The need for general release of corrected information will be determined and coordinated with governmental information representatives.

Criterion 5:
Revised Section 12.2.1 and added Table 12.4 to describe hydrologic, seismic, radiological wound and process monitors.

Criterion 2:
The High Range Containment monitor to extend the range to the NUREG-0578 requirement has been installed in the Reactor Building along with the associated cable. The remote read out in the Control Room has not been completed.

Criterion 10:
Based on experiences from the March 30, 1982 Annual Emergency Exercise, the dose assessment methods and procedures will be revised to reflect the concerns over dose projection, protective action guide recommendations, and isotopic dose distribution. These reviews will be completed by August 1,1982.

Revised Figure 2.1 to reflect evacuation areas.

Planning Standard K 1.
Criterion 1:
Exposure of offsite ambulance drivers is controlled by restricting their entrance into the plant and by providing a ChemRad Technician as an escort upon entering the site, where applicable.
The State Plan provides for advance approval of emergency level doses.
Adequate training is provided, as detailed in the Site Plan, Section 19.3.4.

Dear Mr. Hill:
In response to your: letter dated September 3, 1981, assurance is hereby given that the Department of Energy (DOE) will respond to requests for radiological assistance from licensees, federal, state and local agencies, private organica-tions, or individuals involved in or cognizant of an incident believed to involve source, byproduct, or special nuclear nacerial, as defined by the Atomic Energy Act of 1954, as amended, or other ionining radiation sources.
Assistance as indicated above would be made available to the Florida Power Corporation / Crystal River Fuclear Power Plant, upon request and provided in consonance with response activities conducted by state, local and private industry preparedness personnel.
Unless the DOE or a DOE contractor is responsible for the activity, ionining radiation source, or radioactive material involved in an incident, DOE radio-logical assistance will be limited to advice and emergency action essential for the control of the immediate hacards to health and saiety.
Radiological emer-gency assistance will be terminated as soon as the emergency situation is under control.
Therefore, responsibility for postincidant recovery, including fur-ther action for the protection of individuals and the public health and saf ety, should be assumed by the appropriate responsible federal, state or local gov-ernment agency or private authority as soon as the emergency conditions are stabilized.
