s Re: Pilgrim Nuclear Power Station We are continuing our review of your application dated June 8,1981 concerning the deletion of the position of Chief Operating Engineer and have identified the need for additional infomation.

Your June 8,1981 a'pplication proposed the deletion of the position of Chief Operating Engineer (COE) resulting in the Watch Engineers (Shift Supervisors) reporting directly to the Deputy Nuclear Operations Manager.

In conjunction with this change the position of Day Watch Engineer has been established.

It is your 6.P.ed intent to rotate selected Watch Engineers on an approximate six-month frequency. The functions of the Day Watch Engineer appear to include many of those that would nomally be associated with the position of COE (ANSI-N.18.1 Operations Manager).

In order for us to complete our review of your application, please provide the following infomation within 30 days of the date of this letter:

1.

Define the Deputy Manager and the qualifications of the Deputy Manager who is responsible for directing the operation of the facility, including the Watch Engineers.

2.

Define the responsibilities of this Deputy Manager.

Until we obtain this infomation and your demonstration that clear lines of authority have been established and that unambiguous responsibility for operation of Pilgrim has bben assigned to a qualified individual, we cannot conclude that this proposed change is acceptable.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respordents; therefore, OMB clearance is not required under P.L.96-511.
