April 29,1982 PRELIlliflARY fl0TIFICATION OF EVENT OR UtlUSUAL OCCURREriCE PHO-II-82-51 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.
The information is as initially received without verifi-cation or evaluatien, and is basically all that is known by IE staff on this date.

DEGRADED TEND 0flS IN THE SHIELD WALL At 7:00 p.m. on April 28, during close-out inspection of containment prior to startup following refueling, the licensee found a tendon cap not in place nn the concrete secondary shield wall surrounding the Unit 2 steam generator cavity.
Further inspection revealed two of eight vertical tendons rusted through.
Degraded wire tendons reduce the shield wall's capability to withstand a seismic event.
The licensee is expediting inspection of other shield wall tendons in both Unit 2, which is going to cold shutdown, and Unit 3, which is down for refueling and in-service inspection.
Duke also is consulting with the tendon manufacturer. A similar inspeciton en Unit 1--now operating at 100 percent power--will depend on the findings in Units 2 and 3.
The shield wall design appears to be unique to Oconee, having been designed to Duke's specifications to facilitate removal of the wall if steam generator replacement is required.
A Region II specialist inspector is on site.

No media interest has occurred.
Neither the licensee nor the NRC plans to issue a news release at this time.
The State of South Carolina has been notified.
Region II ( Atlanta) received notification of this occurrence by telephone from the resident inspector at 9:00 a.m. on April 29.
