c APPENDIX A NOTICE OF VIOLATION General Electric Company Docket No. 70-1113 Wilmington Manufacturing Company License No. SNM-1097 As a remit of the inspection conducted on February 16-17, 1982, and in accord-ance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the
' following violation were identified.
License Condition 13 requires the licensee to develop and maintain an emergency plan and implementation procedures in accordance with the con-ditions specified by license condition Annex B.
The licensee's emergency plan Table 8.2 Item 4 states that fire brigade retraining will be by participation in drills (at least quarterly), team and individual instruction at least twice per year.
Contrary to the above, during 1981 the licensee conducted two fire brigade drills for each shift brigade in lieu of the quaterly drills specified in the emergency plan.
This is a Severity Level V Violation (Supplement VI.E).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response _ time for good cause shown. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath cr affirmation.
