H. Miller of your office on February 16-17, 1982.
Pertaining to the one item of apparent noncompliance with NRC requirements in your letter, the reply to this item is given in the attachment to this letter.
We appreciate your inspector's comments and suggestions related to our employee safety and environmental protection programs.
These comments and suggestions are helpful to us in our constant efforts to improve these programs, ensure the continued health and safety of plant personnel, and ensure our compliance with NRC regulations and license condition.

" Notice of Violation," in the NRC Inspection Report 70-1113/82-03, dated March.9, 1982.
License Condition 13 requires the licensee to l
develop and maintain an emergency plan and implementation procedures in acordance with the conditions specified by license condition i
Annex B.
The licensee's emergency plan Table 8.2 Item 4 states that fire brigade retraining will be by participation in drills (at least quarterly), team and individual instruction at least twice per year.
i Contrary to the
- above, during 1981 the licensee conducted two fire brigade drills for each shift brigade in lieu of the quarterly drills specified in the emergency plan.
This is a
Violation (Supplement VI.E).
i General Electric Company accepts the finding that during 1981 two fire brigade drills were conducted in lieu of the quarterly drills-specified in the Emergency Plan.
This violation was the result of GE applying a 'dif ferent interpretation to the wording in the Emergency Plan than was used by the inspector.
The GE training program,. conducted quarterly, included hands-on exercises which we interpreted as meeting the drill requirements for. '.the first and third quarters of 1981.
i In order to achieve compliance with requirements for the first quarter of 1982, a fire drill was conducted on March 18, 1982.
