AMENDMENT AND SUPPLEMENT TO APPLICATION GENERAL INFORMATION - 10 CFR 50.33 To the Honorable United States Nuclear Regulatory Commission:

The Washington Public Power Supply System (" Supply System") hereby submits this Amendment and Supplement to its Application for a license under the Atomic Energy Act of 1954, as amended, and the rules and regulations issued thereunder, to own, possess, use and operate a pressurized water nuclear power reactor with a thermal core power level of 3760 megawatts at the Supply System's Nuclear Project No.1 on the Hanford Reservation in Benton County, Washington, which Application for a construction and operating license was originally filed on July 16, 1973. The information required by 10 CFR 50.33 is provided below.

(a) Name of Applicant - Washington Public Power Supply System.

(b) Address - 3000 George Washington Way, Post Office Box 968, Richland, Washington 99352 (c) Description of Business - The Supply System is the sole applicant.

It is a joint operating agency and a municipal corporation of the State of Washington organized under Chapter 43.52 of the Revised Code j

of Washington, as amended. The Supply System is composed of 19 operating public utility districts of the State of Washington and the cities of Richland, Seattle, Tacoma and Ellensburg, Washington.

Pursuant to its statutory authority, the Supply System is empowered l

to acquire, construct and operate plants and facilities for the generation and transmission of electrical power and energy, but as a supply agency does not distribute power or sell at retail.

By virtue of a law passed in the 1982 legislature, effective April 20, 1982, the management and control of all Supply System projects will be vested in an Executive Board consisting of five members of the Board of Directors, three outside directors selected by the Board of Directors and three outside directors appointed by the Governor of Washington. The full Board of Directors will have the power to select eight Executive Board members and to make final decisions to purchase, acquire, construct, terminate or decommission any power plants, works or facilities.

The new Executive Board and the redefinition of powers will become effective at the time of the organizational meeting of the new Board, which must occur by June 19,1982.

(d) Location / Names of Directors and Principal Officers - The Supply System is a joint operating agency and a municipal corporation of the State of Washington.

Pursuant to the Application of the Supply System dated July 16, 1973, the Nuclear Regulatory Comission ("NRC") issued Construction Permit No.

CPPR-134 dated December 23, 1975 to the Supply System for the construction of the Supply System's Nuclear Project No.1 ("WNP-1"). WNP-1 is located on the Department of Energy's Hanford Reservation in Benton County, Washington, approximately 8 miles North of the City of Richland, Washington.

WNP-l will use a pressurized water reactor with a two-loop reactor coolant system designed for a core power level of approximately 3760 megawatts thermal. The Supply System has full responsibility for the design, construction, testing and operation of WNP-1.

i (e) Class of License Applied For - The Supply System seeks from the Comission:

(1) Class 103 Operating License as defined by 10 CFR 50.22, authorizing applicant to own, possess, use and operate WNP-1 for which a construction permit has been issued, said Operating License to run for a period of forty years.

(2) Such additional source (10 CFR Part 40), special nuclear (10 CFR Part 70) and by-product material licenses (10 CFR Part 30) and any other licenses as may be necessary and sopropriate to the acquisition, construction, possession and operation of WNP-1.

(f) Financial Qualifications - The applicant, as a "public utility" under the definition of 10 CF3 50.2(x), is not required by 10 CFR 50.33(f) to demonstrate its financial qualifications.

i (g) Emergency Plans - Radiological emergency response plans of Washington l

State and local governmental entities that are wholly or partially,

within the plume exposure pathway and ingestion pathway Emergency Planning Zones were submitted under separate cover.

(h) Completion Dates - On July 21, 1981, the applicant submitted a request to the NRC to amend the construction permits to extend the latest completion date for WNP-1 to June 1,1986. No response to that request has been received to date (April 23,1982).

(i) Regulatory Agencies - The Supply System does not engage in the distribution of power to retail customers.

It is authorized, among other things, to acquire, construct and operate plants, works and facilities for the generation and transmission of power to utilities.

The Supply System does not have " rates", but is reimbursed for the costs of each project by the Participants therein.

In any event, as a municipal corporation of the State of Washington, the Supply System is not under the jurisdiction of any regulatory agency having control over " rates and services" incidental to the proposed i
