Dear Mr. Stolz:
Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3, for the Davis-Besse Nuclear Power Station Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station Unit 1, Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes involve:
1.
Section 3.4.11, 4.4.11, Table 3.3-10, 4.3-10, and Bases.
2.
Table 3-7-1 and Bases.
The two attachments identify the proposed changes and their safety evaluation.
Item 1 concerns installation of equipment for containment normal sump and con-tainment wide range level, containment pressure and reactor coolant system high point vents.
Item 2 relates to the Technical Specifications for inoperable main steam safety valve (s).
It is emphasized that the equation used to derive the reduced Reactor Protection System over power trip setpoint in the bases has also been revised herein to reflect the new high flux trip setpoint (104.9% full power), as proposed in the Davis-Besse Cycle 3 reload report, which was submitted to the NRC on March 5, 1982 (Serial No. 787).
This amendment request involves two changes of Class III type.
Enclosed is a check for $8,000, as requested by 10 CFR 170.22.
