tituland Plant Auxiliary Feecwater Systeu Design The staff transmitted to you a draft of Section 10.4.9 of the Midland Safety Evaluation Report (SER) on October 24, 1901.
One 'f the open items in that o
submittal was that a third auxiliary feedwater ( AFW) pump was needed due to the staff's conclusion that AFW unreliability was unacceptably high. Speci-fically, the staff stated that it required Consuners Power Company to " provide a third AFW pump for each unit capable of providing at least the ninimum flow necessary to the steam generators for decay heat removal during a loss of of fsite power condition." A meeting was held between the staft and Consumers on January 22, 1982 to further discuss this open itea and the Consumer:, rower response dated Nove:aber 12, 1961.
By letter dated liarch 1,1982, Consumers Power proposed changes to the existing ifW systen in an atterapt to lower the unrelii.bility. These changes consisted mainly of taking credit for cross-connecting the notor driven AFW puup to either the "A" or "B" diesel, reducing the uaxiraun outage time for one pump to 4u hours in lieu of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and taking credit for operator actions after the stean generators boil cry.
We have reviewed these proposed chan3es and conclude that they are not an acceptable alternative Lo a third autoiaatically actuated pu:.:p. The bases for this conclusion are the possible reduction in relianility of the diesel generator buses inherent in the switcning capability between vital huses, and our criterion that the AFW systeci shculd prevent prolonged steau senerator dryout rather than relying on analyses that may have uncertainties with regard to capability to maintain natural circulation following steam generator dryout. Also, our criterion for Westinghouse and Combustion Engineering designed reactor plants was prevention of steau senerator cryout as the goal of the AFW system.
If we apply the proposal for the didland plant to Westinghouse and Combustion plants (that is, the time period for operator action is extended pa.t steam generator dryout to the tine at which the AFh or high pressure injection must be actuated to prevent core uncovery) they would still fall into a higher reliability range than Midland.
