On January 8,1982, we issued Supplement No. 3 to the Safety Evaluatio r

In that report we concluded that all matters related to fire protection were resolved.

In your letter dated January 18, 1982 you identified certain diff-erences between statements we made on that report and your comitments. We have resolved all but one of those differences.

The remaining issue involves the installation of smoke detectors. On page 9-4 of Supplement No. 3 to the Safety Evaluation Report, we stated that " Fire detection systems will be installed in all areas having safety related equipment."

By letter dated January 18, 1982, you tool: oxccption to this statement, indicating that not all safety-related equipment areas are equipped with smoke detectors.

This deviation from our guidelines has not been justified nor have you identified those areas where fire detectort are not currently installed. We will require that a smoke detection system be installed in each area containing safety related equipment in accordance with our guidelines specified in Position C.S.a of Branch Technical Position 9.6.1, Revision 1.

In accordance with Position C.I.e(2) of Branch Technical Position 9.5.1, Revision 1, this equipment should be fully operational prior to initial fuel loading in the facility. Should you request relief we will require the identification of all additional areas where smoke detectors are to be installed, the schedule for completion, and the compensating actions to be taken in the interim period.
