This refers to the inspection conducted by Iessrs. W. J. Raynond and S. J. Collins
of this office on January 5-February 1,1982, at Vemont Yankee Nuclear Power
Station, Vernon, Vemont, of activities authorized by NRC License No. DPR-28
and to the discussions of our findings held by !!r. Raymond with f1r. U. !!urphy
and other nenbers of your staff at the conclusion of the inspection.
Areas exanined during this inspection are described in the Region I Inspection
Report which is enclosed with this letter. Within these areas, the inspection
consisted of selective exaninations of procedures and representative records,
intcrviews with personnel, and observations by the inspector.
Odsed on the results of this inspection, it appears that certain of your activi-
ties were not conducted in full compliance with URC requirenents, as set forth
in the Notice of Violation, enclosed herewith as Appendix A.
These items of
noncompliance have been categ)orized into the levels as described in the Federal
RegisterHotice(45FR66745 dated October 7, 1980.
You are required to respond
to this letter and in preparing your response, you should folicw the instructions
in Appendix A.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will
be placed in the NRC Public Document Room unless you notify this office, by
telephone, within ten days of the date of this letter and submit written applica-
tion to withhold infomation contained therein within thirty days of the date of
this letter. Such application nust be cordistent with the requirements of
2.790(b)(1).
