STN 50-498, STN 50-499 Final Report Concerning the Lube Oil Strainer Basket for the Standby Diesel Generator On March 3,1982, Houston Lighting & Power Company (HL&P), pursuant to 10CFR50.55(e), notified your office of an item concerning the lube oil strainer basket on the standby diesel generator which is supplied by Cooper Energy Services. This item has previously been reported by Cooper Energy Services under the provisions of 10CFR21.

Attached is the Final Report which provides the corrective actions to be implemented.

FINAL REPORT CONCERNING THE LUBE OIL STRAINER BASKET ON THE STANDBY DIESEL GENERATOR I.

Summary of Incident Cooper Engineering Services has identified to the NRC under the provisions of 10CFR21 that a defect exists in the strainer basket located in the lube oil strainer of the standby diesel generator. As one of the standby diesel genera-tors has been delivered to the site, this item of concern was reported by HL&P under the provisions of 10CFR50.55(e).

In perfonnance testing conducted at Cooper Energy Services it was identi-fied that the strainer mesh of the basket tears and would then be capable of passing through to the engine bearings.

If this were to occur, a bearing fail-ure could result and thus the unit would be incapable of performing as intended. As corrective action, a qualified strainer basket will be provided by Cooper Energy Services and installed as a replacement for the affected standby diesel generators.

II.

Description of the Incident On March 1,1982, HL&P received an internal memorandum from Bechtel Power Corporation (BPC) identifying that Cooper Energy Services had notified the NRC of a defect which existed in the strainer basket located in the lube oil strainer of the standby diesel generator. As detailed in the 10CFR21 notification transmitted by Cooper Energy Services to the NRC, the defect was identified through performance testing.

It was found that the mesh strainer basket was torn loose at the top of the basket where the perforated sidewall and liner were sandwiched between two flanges. The tests further identified that the strainer mesh disintegrates after it tears, and would be capable of passing through the engine bearings.

If this were to occur, a bearing failure would be probable and the unit would be incapable of perfonning as intended.

The letter also provided a recommended course of action for corrective action which entails the replacement of the defective basket with a new qualified basket design. HL&P has detennined that the proposed corrective action by Cooper Energy Services is an acceptable resolution for the South Texas Project (STP).

III. Corrective Action The corrective action will entail the replacement of the defective strainer basket with a qualified strainer basket for all affected standby diesel generators supplied by Cooper Energy Services to STP.

Recurrence Control A recurrence control program is not considered necessary because the situation is unioue.

V.

Safety Analysis The Cooper Energy Services 10CFR Part 21 report safety consequences was assumed to be applicable to STP and no further safety analysis was per-formed by HL&P.
