BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - MAIN FEEDWATER AND CONTAINMENT ISOLATION VALVE MISCATEGORIZATION - BLRD-50-438/81-09, BLRD-50-439/81 FIFTH INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector M. Thomas on January 6, 1981, in accordance with 10 CFR 50.55(e) as NCR BLN BLP 8015. This was followed by our interim reports dated February 5, May 6, August 18, and November 17, 1981. Enclosed is our fifth interim report. We expect to submit our next report by July 29, 1982.

The following 20" valves are identified as Seismic Category I (active) by design criteria documents. They were inadvertently specified and purchased as Seismic Category I(L) (i.e., limited seismic requirements).

I Interim Progress i
Atwood and Morrill has submitted to TVA the seismic and stress report for qualification of the swing check valves to Seismic Category I (active) requirements. TVA has reviewed and approved this report.

TVA has contracted with Borg-Warner for the necessary documentation for qualification of the hydraulic-operated gate valves. Borg-Warner is continuing the process of qualifying the hydraulic operators for the gate valves. TVA will review the qualification report when it is

submitted by Borg-Warner.
