A technical evaluation of the Licensee's evaluation criteria and proposed l

modifications was conducted and th2 following concern was identified:

the Licensee's responses to IE Eulletin 80-11 must be ccmplete to facilitate proper evaluation. The values for allowable bending stress and shear stress used by the Licensee in Attachment D of Reference 4 deviate from the

~!I allowables calculated according to Table 10.1 of'ACI S31-79 [10] using the

!I values for m and f ' specified by the Licensee in Table 3.1 of Reference I

More inf ormation is also needed on the Licensee's analysis for determining 1

ll the stress at the collar joints, ar.d the allowable tensile and shear strees values used for the collar joints should be justified. The Licensee has not provided a schedule for the proposed modifications for the walls.

.l final technical evaluation report can be issued, the Licensee is required to provide the following information:

Attachment D of Reference 4 gives the values for allowable bending stresses (66.7, 53.2, 22.8) and shear stresses (72.2, 57.3, 40.9).

These val.ues deviate from the respective allowables calculated using

-table 10.1 of ACI 531-79 [10] using the ma and fm' values specified by the Licensee in Table 3.1 of Reference 7.

proper justification for these deviations. Also, explain why different allowable stresses are used in Attachment D [4] for the l'

cable vault for the same type of masonry (mo = 2500 psi, f ' "

With reference to Section 5.1 of Attachment H, Reference 7, provide justification for an increase factor of 1.67 for extreme environmental loads to obtain the allowable stresses. The SEB criteria [8] allow an increase factor of 1.3 for tension normal to the bed joint and masonry chear and 1.5 for tension parallel to the i.

bed joint and reinforcement shear for the case of extreme i

environmental loads.

With reference to Attachment D of Reference 4 and Section 2.0 of 1

attachment H, Raference 7, provide sample calculations to indicate k
