APPENDIX A NOTICE OF VIOLATION Carolina Pcwer & Light Company Docket No. 50-400 Harris 1 License No. CPPR-158 As a result of the inspection conducted on December 20,1981 - Jar ry 20,1982, I
and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified.
j 10 CFR 50, Appendix B, Criterion XIII as implemented by PSAR section 1.8.5.13; CP&L Corporate QA Program, section 5.4.1.f and construction procedures AP-XIII-07 (PGD-002) and WP-106 section 4.8 require that safety-related equipment be protected from the environment and adjacent c onstruction activities.
Contrary to the above, safety-related equipment was not properly protected as shown by the following examples.
(1) On December 15, 1981 loop "A" reactor coolant pump casing was found to have concrete curing water dripping onto and into it.
l (2) On December 18, 1981, the emergency diesel generator switchgear 1A-SA was found to not be adequately protected from adjacent welding, grinding and structural steel activities.
It was also found to contain flammable material and debris.
(3) On January 11, 1982 a feedwater valve was found not to be adequately stored to prevent water from accumulating inside the valve and freezing i
into ice.
This is a Severity Level V Violation (Supplement II.E.).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to l
this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affinnation.
