These apparent violations are considered to be of Category III severity:
1.
Table 4.2-1, Section 4.2.la of the Environmental Technical Speci-fications requires that cach veekly air particulate and air iodine sampic be analyzed by gat =a spectro =ctry in addition to gross beta-gamma analyses.
Contrary to this requirc= ant, air particulate and air iodine samples were not analyzed individually by gan=a spectral analysis but as monthly composites of the weekly samples, except during the period when samples vere collected and analyzed in accordance with the Program 2 monitoring require =ents.

Section 4.2.lb of the Environmental Technical Specifications requires that the analyses of milh sacples for I-131 be carried out within eight days of sampling.
Contrary to this requirc=cnt, the analyses of milk samples for I-131 were not carried out within eight days in most instances.

Section 4.1.2a(1)B(3) of the Environmental Technical Specifications requires that changes to the Environmental Surveillance Programs be made in a prescribed manner and be in accordance with the administra-tive controls presented in Section 5.0 of the Environ =catal Technical Specifications. _Two of these requirencats, in particular, specify that proposed changes to these programs be reviewed and approved by the Environ =catal Protection Cetaittee prior to their i=plementation and that these changes be documented in the next semi-annual Operating Report.
Contrary to these requirements, changes were implemented in Dece=ber, 1973, prior to their review by the Environ = ental Protection Committee in May, '974, in one of these Envirenrantal Surveillance Programs (Fish Irpingement Study) involving the frequency of cashing the travelin; scrcens and in thc.nethod of sub-sampling the impinged fish.
In aadition, these changes ucre not docu=cnted in the next submittal of the semi-annual Operating Report. (January - June 1974).
