Gentlemen:
This refers to the special safeguards inspection conducted by Mr. G. C. Smith of this office on December 7,1981, of activities authorized by NRC License No.
SNM-368 and to the discussions of our findings held by Mr. Smith with Mr. T.
Collopy of your staff at the conclusion of the inspection, and to a subsequent telephone discussion between Mr. Collopy and Mr. J. Devlin of this office on December 10, 1981.
Areas examined during this inspection are described in the NRC Region 1 Inspection Report which is enclosed with this letter. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspectors.
Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A.
These violations have been categorized into the levels described in the Federal Register Notice (45 FR 66754) dated October 7, 1980. You are required to respond to this letter and in preparing your response, you should follow the instructions in Appendix A.
In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of security measures for the physical protection of special nuclear materials and l
certain plant equipment vital to the safety of production or utilization facilities is deemed to be Safeguards Information.
Each person who produces, receives or acquires Safeguards Information is required to ensure that it is protected agai,nst unauthorized disclosure. Therefore, except for the report cover sheet, the enclosures to this letter (and your response to this letter) will not be placed in the Public Document Room and will be distributed pursuant to 10 CFR 73.21(c).
