Alvin W. Vogtle Nuclear Plant, Unit Nos.1 and 2

As stated in your letter dated December 21, 1981 (Dutton to Eisenhut),

Oglethorpe Power Corporation (Oglethorpe), part owner of the Alvin W.

Vogtle Nuclear Plant, Unit Hos. 1 and 2 (Vogtle 152), has requested financial assistance froa the Rural Electrification Administration (REA), U. 5.

j Departuent of Agriculture, to support Oglethorpe's investment and to maintain interest in Vogtle 162.

As a part of the application for financial assistance, the REA requires Oglethorpe to prepart a Borrower's Environnental Report (BER).

In tt.is report Oglethorpe must document that agencies involved with Vogtle 162 have found that 1) there are presently no significant environuental issues within their authority, or 2) there exist no significant environmental issues not resolved, mitigated or reviewed for final determination.

The NRC, as lead federal agency in the National Environmental Policy Act of i

1969 (NEPA) review process for Vogtle 182, has reviewed its role and has found that both of the above conditions tre true of Vogtle 132.

This finding is based on the following actions and conditions:

1.

Georgia Power Company (GPC) submitted, and the NRC cocketed the Vogtle 1&2 Construction Stage Environmental Report in February 1973.

2.

The NRC issued a Construction stage Final Environmental Statement (FES) in March 1974.

3.

The NRC, subsequent to a public hearing and pursuant to an Atomic Safety and Licensing Board Decision, issued a Construction Permit for Vogtle 1&2 in June 1974.

4.

Construction activities are subject to review by the NRC for coupliance with environmental conditions and requirenents contained in the Construction Permit and FES.

The NRC has reviewed construction activities at Yogtle 182 and as of the last review has not identified any significant variations from any FES or environmental-related construction permit condition.

6.

The NRC is aware that GPC is in the process of preparing an Environmental Report for the operating license stage (ER-OL) and has discussed scheduling and ER-OL content with the GPC staff.

7.

Llpon docketing of the ER-OL, the NRC will prepare and circulate a Draf t Environmental Statement (DES) and solicit coments and input from the general public and from other Federal and State agencies concerning the environnental effects of operating Vogtle 182.

Prior to issuing sa operating License (OL) for Vogtle 182, the NRC will issue an FES and resolve comments concerning the environmental effects of operating Vogtle 1&2.

If necessary, a public hearing will be held by an Atomic Safety and Licensing Board prior to issuance of an OL; however, i

a public hearing is not nandatory at the OL stage. ( At this point in time it is not possible to state that a hearing will or will not be held.)
