PURPOSE This procedure describes the various aspects of personnel radiation exposure control during emergency response situations.

B.

AUTHORITY AND RESPONSIBILITY The Radiation Protection Supervisor is responsible for directing all onsite personnel monitoring and decontamination, and as such, has the ultimate authority over the Radiation Protection Emergency Team.

C DOSIMETRY I

Dosimeters i

a.

Thermoluminescent Dosimeters (TLDs) are used to measure the total dose of gamma and beta radiation received by an individual.

b.

Pocket Ionization Chambers (PICS) are used in addition to TLDs to give a visual indication of total dose of ionizing radiation (gamma) received by an individual.

2 Dosimeters-Locations TLDs and PICS for emergency use are stored in the following locations:

a.

Emergency Operations Facility (VIC).

b.

Alternate Emergency Operations Facility (PCE St. Helens Office).

c.

Technical Support Center.

d.

Operational Support Center (Hagan Rack Area) e.

Operational Support Center (Access Control Area - PICS only).

Issuance of Emergency Dosimetry a.

These issuance guidelines apply only during an Alert, Site Area Energency or General Emergency.

b.

PCE personnel assigned to on-site or off-site areas where personnel radiation monitoring is necessary, shall keep their normally assigned TLDs, if possible, until issued new dosimetry by the supervising Health Physicist or his staff. Personnel who cannot keep their normally assigned TLDs will be assigned a new TLD from emergency supplies stored at the locations listed i

above. PICS will be issued from emergency supplies at the above locations.

Issuance of a TLD and PIC shall be recorded on Table 13-2, Emergency Dosimetry Issue Log.

PURPOSE This procedure provides guidelines and instructions for the administration of Potassium Iodide (KI) to plant employees (including field monitoring teams) for use as a thyroid blocking agent to provide protection against airborne radio 1Mine.

KI is stored in bottles of fourteen 130 mg tablets. Ten tablets constitute l

one unit or one adult dosage for 10 days. Procedure EP-15 lists the number of units stored in each location.

PROCEDURE FOR ADMINISTRATION 1.

KI tablets are to be taken by personnel in the Control Room, Central Alarm Station, Operational Support Centers, Technical Support Center, EOF, and Security Building when measured radioiodine concentrations in air exceed 1.4 x 10-7 pCi/cc (15 MPC).[a]

(See Note 1.)

KI shall be carried with the Radiation Protection Field Team and taken if measured airborne iodine concentration exceeds 1.4 x 10-7 UC1/cc (15 MPC).

Procedure EP-5, and (2) testing of the ability of the communications system to disseminate the content of messages.

Medical emergency drills involving a simulated contaminated or injured individual during the annual exercise will contain provisions for participation by offsite ambulance and medical facilities. The in plant drill will be conducted annually, normally scheduled in the month of August.

Radiological Monitoring Drills.

Radiological monitoring drills, including onsite and offsite monitoring, will be conducted annually, cormally scheduled in the month of September. These drills shall include measurement of external whole body doses and air concentrations of iodines and particulates, as well as the collection of all sample media (vegetation, milk, soil and water),

In-Plant Radiation Protection Drills.

Radiation protection drills, including response to and analysis of simulated elevated airborne and liquid samples and direct radiation measurements, will be conducted semiannually in the months of February and September. This drill shall annually involve analysis of liquid samples with actual elevated radiation levels (i.e., primary coolant levels) and include the use of the post-accident sampling system.

A drill scenario shall be prepared, if required, for each drill. Each drill scenario will include the following:

The basic objective (s) of each drill.

Scenarios will not normally be required for communication drills, except as a part of the annual exercise.

EXERCISES r

1.

An exercise is an event that tests the integrated ca.pability of a major portion of the basic elements of the integrateu Plant, county and State emergency plans. The emergency exercise will be conducted j

annually, normally scheduled in the month of October, and will be l

based on an accident scenario postulating at least a Site Emergency.

j Each exercise shall include mobilization of State and county personnel j

and resources (eg, EOCs and Assistance Centers) as required to adequately i

verify their ability to respond. The scenario will be varied from year to year such that all elements of the Plant, county and State plans and emergency organizations are tested within a 5 year period.

One exercise shall start between midnight and 6 a.m. and another between 6 p.m. and midnight once every 6 years. Every fifth year, the exercise will be expanded to involve the Federal response organizations in addition to the State and local organizations.

The scenarios for emergency exercises will be prepared by the PGE

Generation Licensing & Analysis Department (GLAD) in conjunction with the Trojan plant training staff and the Oregon Department of Energy.

i Advance knowledge of the scenarios and the times of the exercises will j

A formal written evaluation of the exercise will be prepared by the PGE Emergency Planning Coordinator or his designee. The PGE Emergency Planning Coordinator will determine the corrective actions necessary and the implementation schedule and will

Each annual exercise scenario will include a list of performance objectives and a description of the expected response.

New personnel assuming any of the positions listed in "B" will be given instruction as described in E.1 within 3 months of assuming their position.

Lesson Plans shall be utilised for each lecture / discussion session by the individual or organization responsible for conducting the session.

Lesson Plans shall be updated to reflect revisions to the Emergency Plan and/or Emergency Procedures.

PURPOSE The purpose of this procedure is to implement the training requirements for all Trojan Plant personnel as described in the Trojan Radiological Emergency Plan. This procedure also identifies the scope of training required and affixes the responsibility for conducting the training.

B.

PERSONNEL TO BE TRAINED i

1.

The following Trojan Plant personnel will be trained in their authority, responsibilities, and duties as described in the Emergency Plan and Emergency Procedures:

Technical Support Center (TSC) Staff (see Procedure EP-7).

U Operational Support Center (OSC) Staff (see Procedure EP-9).

Table 28-1 lists the organizations or individuals responsible for conducting the training of the above personnel. The Trojan Training Department is responsible for training the individuals identified in Table 28-1 as having training responsibilities. The Generation Licensing and Analysis Department will assist in training the individuals responsible for training the EOF staff.

3.

Those personnel having no direct responsibilities under the plan are trained by participation in the General Employee Training Program, and this procedure is not applicable to t'hese individuals.

C.

SCOPE OF TRAINING 1.

Training for the personnel described in B. above shall consist of the follcaing, as required:

An annual exercise involving the Emergency Plan (see procedure l

Overview of Emergency Plan and relationship to Federal, State, a.

Emergency classification system.

2)

Possible accident conditions and their relationship to the emergency response measures to be implemented.

Recovery plan and Long-Term Emergency Organization.

b.

Appropriate Emergency Procedures (EPs), including discussion of:

1)

Authority, responsibilities, and duties.

2)

Notification and communication procedures.

3)

Operation of required equipment.

LESSON PLANS 1.

Lesson plans shall be prepared for each lecture / discussion session by the individual or organization responsible for conducting the session where not adequately covered by existing Emergency Plan Procedures.

2.

Lesson plans, where applicable, shall be updated to reflect revisions to the Emergency Plan and/or Emergency Procedures.

3.

An updated copy of each lesson plan, where applicable, shall be filed with the Trojan Training Department.
