Dear Mr. Withers:
The Connission has issued the enclosed Anendnent No. 7 0 to f acility Operating License f 0. NPF-1 for Trojan Nuclear Plant. The amendment l
consists of changes to the Technical Specifications in response to your application dated February 10, 1982.
The anendment deletes requirements relatinn to part-length control rod assemblies, thereby allowing their renoval frno the reactor core.
l Prior to the issuance of this anendment, the part-length control rods were required to be fully withdrawn from the core with electric power disconnected (Technical Specifications 3.1.3.6 and 4.1.3.6).
Since l
they were not allowed to be used, and since there is no safety-related reason for their being installed, this anendment does not involve significant new safety information of a type not considered by a previous Connission safety review of the facility. It does not involve a signi-ficant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety nargin, and therefore does not involve a significant hazards consideration.
We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action.
We have evaluated the potential for environmental inpact of plant operation in accordance with the enclosed anendnent and have deter-mined that the amendment does not authorize a change in effluent types or total arounts nor an increase in power level, and will not result in any significant environnental inpact. Having made this determination, we have further concluded that the anendment involves an action which is insignificant from the standpoint of environmental inpact and pursuant to 10 CFR 551.5(d)(4) that an enviroreental inpact statenent or negative declaration and environmental impact i
appraisal need not be prepared in connection with the issuance of

Dear Mr. Withers:
The Cominission has issued the enclosed Imendment No. 70 to Facility Operating License No. NPF-1 for Trojan Nuclear Plant. The amendment consists of changes to the Technical Specifications in response to your application dated February 10, 1982.
