Gentlemen:

This refers to the special safety inspection conducted by Mr. I. T. Yin

of this office on January 4-7, 1982, at EDS Nuclear Inc., Walnut Creek,

California, of activities at Dresden Station, Units 2 and 3, authorized

by NRC Operating Licenses No. DPR-19 and No. DPR-25, and of activities

at the Quad-Cities Station, Units 1 and 2, authorized by NRC Operating

Licenses No. DPR-29 and No. DPR-30 and to the discussion of our findings

with your representatives prior to the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and in-

terviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as specified in the enclosed Appendix.

A written response, submitted under oath or affirmation, is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC's Public Document Room.

If this report contains any information

that you (or your contractors) believe to be exempt from disclosure under

10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by tele-

phone within ten (10) days from the date of this letter of your intention to

file a request for withholding; and (b) submit within twenty-five (25) days

from the date of this letter a written application to this office to withhold

such information.

If your receipt of this letter has been delayed such that

less than seven (7) days are available for your review, please notify this

office promptly so that a new due date may be established. Consistent with
