SLR Document Changes: Develop New SRP-ISG for PWR Vessel Internal Components Overview of purpose of change: The staff is updating AMP and AMR guidance for PWR RVI components in NUREG-2191 (the GALL-SLR Report) and AMR criteria in NUREG-2192 (the SRP-SLR Report) based on programmatic changes made to the I&E criteria for PWR RVI components in EPRI Report No. 2002005349 (MRP-227, Revision 1, ADAMS Accession No. ML15358A046), and lessons learned gained from the staffs review of the first two subsequent license renewal applications (SLRAs) for PWRs that were submitted in accordance with the requirements specified in 10 CFR Part 54. This includes the staffs incorporation of lessons learned into the SLR-ISG that is obtained from the staffs review of: (1) relevant operating experience involving age-related degradation of designated PWR RVI components that has developed since the staffs issuance of the NUREG-2191 and NUREG-2192 reports in 2017, and (2) the results of the gap analyses that were included in Appendix C of the first two PWR SLRAs for the design of PWR RVI components at the facilities.
GALL-SLR and SRP-SLR Sections or Tables in Need of Updating in the SLR-ISG (with Associated NUREG-2221 Tech Basis Tables in Parentheses):
The draft SLR-ISG will include a body section that provides the basis for developing and issuing the ISG. The SLR-ISG will also include attachments that will define the changes the staff is making to sections or tables in the GALL-SLR Report or SRP-SLR reports that apply to PWR RVI components and the staffs technical bases for making these changes in the guidelines.
The SLR-ISG will include updates of the following sections or tables:
(1) GALL-SLR AMP Section XI.M16A, PWR Vessel Internals (NUREG-2221 Table 2-29)
(2) SRP-SLR Table 3.1 Update of commodity group-based AMR line items for PWR RVI components in Table 3.1-1 of the SRP-SLR Report (NUREG-2221 Table 3-3a [new])
(3) SRP-SLR Sections 3.1.2.2.9 and 3.1.3.2.9 - Update of AMR further evaluation acceptance criteria and AMR further evaluation review procedures for PWR RVI components (NUREG-2221 Table 3-3)
(4) GALL-SLR Sections/Tables IV.B2, IV.B3, and IV.B4 - Update of AMR description and AMR line items for: (1) Westinghouse-design components in GALL-SLR Section IV.B2 and Table IV.B2, (2) Combustion Engineering-design components in GALL-SLR Section IV.B3 and Table IV.B3, and (3) Babcock and Wilcox-design components in GALL-SLR Section IV.B4 and Table IV.B4 (NUREG-2221 Table 2-3 for new AMR line items; Table 2-10 for deleted AMR line items, and Table 2-17 for modified or edited AMR line items)
(6) Update of the FSAR supplement example for PWR Vessel Internals Programs specified in Table 3.0-1 of the SRP-SLR Report (NUREG-2221 Table 3-1)
(7) Update of the material definitions in GALL-SLR Table IX.C (i.e., to add a definition for stellite materials and to check existing definitions for stainless steel and nickel alloy materials) (NUREG-2221 Table 2-23)
(8) Update of SRP-SLR Table 4.7-1 to include MRP-based fluence and cycle analyses for PWR RVI components as potential plant-specific TLAAs for PWR SLRAs (NUREG-2221 Table 3-15)
