VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: AUTOMATIC DEPRESSURIZATION SYSTEM (ADS) AND CORE MAKEUP TANK (CMT)

DESIGN PARAMETERS (LAR 19-009) (EPID L-2019-LLA-0213)

Dear Mr. Whitley:

In response to your application dated September 30, 2019, as supplemented by letter dated December 19, 2019, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 176 and 175 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of departures from the Updated Final Safety Analysis Report (UFSAR) Tier 2 information (which includes the plant-specific Design Control Document (DCD) Tier 2 information), related changes to plant-specific Tier 1 information, with corresponding changes to the associated COL Appendix C information, and related changes to COL Appendix A, Technical Specifications.

The amendments authorize changes to reflect revisions in the design parameters of: a) the maximum stroke times for the automatic depressurization system (ADS) Stages 1, 2, and 3 valves; b) the minimum effective flow areas for the ADS Stages 2 and 3 valves; and c) the core makeup tank (CMT) minimum volume. The exemptions allow changes that impact Tier 1 of the plant-specific DCD and Appendix C of the facility COL, as specified in License Amendment Request (LAR)19-009. These exemptions are related to, and necessary for, the granting of the license amendments, which are being issued concurrently.

A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments, is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
