Week Ending July 16, 1993 Ginna ihe Ginna plant is now operating at 98 percent of rated power.
j The licensee and Westinghouse continue to investigate the inappropriate rod movement and rod control system malfunctions of June 29 and July 5,1993, at 98 percent power, in which two control rod groups in bank D moved contrary to each other in receipt of an in-motion demand signal.
I The root cause has not yet been determined. The licensee continues to operate 1
at 98 percent power with the rod control system (RCS) in manual, and is performing abnormal procedure PT-1 daily to verify operability of all control
)
rods. Westinghouse is continuing to test the suspect rod stepping supervisory logic cards in an effort to determine the root cause of the malfunction.
On July 9th the Westinghouse Owners Group (WOG) met with the NRC at Headquarters to summarize WOG plans and schedule regarding the WOG Rod Control System Evaluation Program. Westinghouse is currently conducting an industry
'i survey on RCS logic cabinet failures with a final report to the NRC scheduled for July 30th. Westinghouse is scheduled to commence generic testing on its j
model of the RCS on July 27th, with a final report to be issued by September 24, 1993.
Millstone Unit 2 Millstone Unit 2 is operating at 100% power level with no significant events.
The Atomic Safety and Licensing Board Panel (ASLBP) established to consider a request for hearing in the matter of an amendment that modified the storage capacity of the spent fuel pool at Millstone 2 has issued a decision and order terminating the proceeding by granting a inotion for summary disposition.
Northeast Nuclear Energy Company (NNECO), supported by the NRC staff, moved for summary disposition of Concerned Citizens Monitoring Network (CCMN)
Contention regarding criticality concerns. CCMN Contention I was the only contention accepted for adjudication. Both NNECO and the NRC staff have i
submitted the affidavits of qualified experts demonstrating that Contention 1 I
has not raised a genuine issue of material fact to be heard.
CCMN did not answer the motion, and the ASLBP granted the motion on July 9,1993.
Meetina with Pacific Gas & Electric (PG&E) to Discuss Diablo Canyon Eaale 21/AMSAC Dioital System Diversity as Reauired by 10 CFR 50.62 On July 12, 1993, W. Russell, J. Partlow and NRR technical and project 1
management staffs met with Warren Fujimoto, Vice President, PG&E and PG&E staff to discuss the issue of diversity between the proposed Westinghouse digital Eagle 21 reactor trip system (RTS) retrofit and the existing Westinghouse digital ATWS mitigation syster,i (AMSAC) for Diablo Canyon as required by the ATWS rule, 10 CFR 50.62. This is the first time the staff has addressed I&C system equipment diversity as required by 10 CFR 50.62 for a JULY 16, 1993 ENCLOSURE A

digital RTS retrofit of the same manufacturer as an existing digital AMSAC system. This issue has generic implications for future digital system i
retrofits. Mr. Fujimoto presented the PG&E position that despite a number of common components and common software language and compiler between Eagle 21 and the digital AMSAC system, sufficient diversity in function and equipment is provided.
Based on the discussion, PG&E agreed to use the NUREG-0493 methodology (the RESAR-414 Integrated Protection System diversity assessment) for assessing digital system common mode failure to define the level in the Eagle 21/AMSAC system architecture at which equipment diversity should be i
defined. The staff plans to meet with PG&E in August 1993 to discuss this issue further.
i Service Water Systems Reliability Imorovement Seminar On July 15, 1993, D. Norkin of the Special Inspection Branch attended the Service Water Systems Reliability Seminar which was sponsored by the EPRI NDE Center. He participated in a panel discussion on service water system inspections covering NRC-conducted Service Water System Operational Performance Inspections (SWSOPIs) and how licensee self assessments may result in reduced scope and team size for the SWSOPIs.
Meetino in Reaion II on Watts Bar Staff from DRIL attended a meeting at Region II on July 13,193, at which TVA discussed their Watts Bar Program for Assuring Completion and Assurance of Quality (PAC-AQ). The PAC-AQ program was designed by TVA to provide assurance _
that the plant has been built in accordance with licensing commitments. DRIL, with support from RII and RES, will be conducting a series of inspections to assess the effectiveness of the PAC-AQ implementation.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending July 16, 1993 EPA's Proposed Amendments to 40 CFR 192 On July 10, 1993, staff from the Division of Low-level Waste Management and Decommissioning (LLWM) and the Office of Nuclear Regulatory Research, met with Environmental Protection Agency (EPA) staff to discuss the Nuclear Regulatory Commission's preliminary comments on the EPA's proposed amendments to 40 CFR Part 192, " Health and Environmental Protection Standards for Uranium and Thorium Mill Tailings." The proposed amendments are designed to ensure that the final radon barriers are emplaced on nonoperational uranium mill tailings piles in a timely manner, and are part of a cooperative effort to rescind Subpart T of 40 CFR Part 61. The meeting was helpful in clarifying some areas of uncertainty; however, it was not intended to resolve all comments. NRC staff had previously provided preliminary comments on the proposed amendments in the form of testimony at the EPA's public hearing on this subject on June 21, 1993.
Formal comments are due to the EPA on July 21, 1993. Agency comments will be coordinated with the Commission.
Envirocare meetino on Coen Issues Identified in the Final Safety Evaluation Report On July 14, 1993, the Nuclear Regulatory Commission staff met with Envirocare of Utah, Inc., (Envirocare) to discuss their proposed resolution to the 13 open issues identified by staff in the Final Safety Evaluation Report. As a result of this meeting, Envirocare indicated that their final responses to these open issues will be submitted by July 21, 1993, instead of the scheduled date of July 12, 1993.
Provided the applicant provides responses adequate to close the open issues, the delay in the schedule will not impact the currently scheduled November 1993 date for license issuance.
l Seauoyah Fuels License Withdrawal Counsel for Sequoyah Fuels Corporation (SFC) has submitted a schedule for the i
l SFC motion to withdraw their license renewal application. The motion to withdraw was submitted on July 12, 1993, following the notice of termination of licensed activities pursuant to 10 CFR 40.42(e) on July 7,1993. The schedule includes responses to the motion by the Native Americans for a Clean Environment and other intervenors by July 26, 1993, response by Nuclear Regulatory Commission staff by August 9, 1993, and reply by SFC August 23, 1993.
Meetina with Westinahouse On July 14, 1993, the Cask Certification Section met with Westinghouse Electric Corporation to discuss modifications to the Model Nos. MCC-3 and MCC-4 shipping containers. Westinghouse plans to modify the MCC containers to transport fuel for a Czechoslovakian reactor which uses fuel assemblies having hexagonal cross-sections. Westinghouse expects to submit an application in August 1993.

Insoection at Seimens l
The Division of Fuel Cycle Safety and Safeguards staff were at the Seimens Fuel Cycle Facility during the week of July 12, 1993, conducting a Material Control and Accounting inspection.
Specific areas being addressed included internal controls, measurements, measurement control, physical inventory, and follow-up of unresolved items from previous inspections.
Meetina with Cateaory I Fuel Cycle Licensees to Discuss the Imolementation of the Fitness for Duty Reculation Nuclear Fuel Services and Babcock & Wilcox representatives met with the Safeguards licensing staff in Rockville, Maryland, on July 15, 1993, to discuss the implementation of the newly applied Fitness for Duty regulation at their facilities. Discussion points included the experience gained in applying this regulation at power reactor facilities and experience with inspecting such programs.
Region II representatives attended the meeting, as well as Department of Energy officials from Schenectady Naval Reactors and Pittsburgh Naval Reactors.
French Deleoation Visits the Nuclear Reaulatory Commission On July 15, 1993, the Division of Fuel Cycle Safety and Safeguards hosted a meeting with a French delegation. The French visitors were briefed on a number of safeguards topics related to physical protection of nuclear materials and nuclear facilities for commercial purposes in the United States. These topics included the physical protection requirements, threat evaluation and assessment, the fitness for duty programs at nuclear power reactors, and design basis threat. The French delegation will tour the San Onofre Nuclear Power Generation Plant on July 30, 1993, before they conclude the visit. The French visit is part of the physical protection information exchange program between the NRC and other countries with commercial nuclear programs.
State of Nevada Issues Stoo Order on Two Drillrias at Yucca Mountain On July 12, 1993, the Yucca Mountain Project Office (YMPO) received a Stop Order from the Nevada Division of Environmental Protection (DEP) to stop " dry drilling at site UZ-14 (LM-300 drillrig) and NRG-4 (Failing 1500 drillrig) in Area 25 of the Nevada Test Site." YMP0 thought it had obtained all required l
permits for the rigs about 16 months ago when UZ-16 (LH300) drilling began, because YMP0 and DEP negotiated and DEP approved the permits needed for the new dry-drilling technology. Also, dust collectors had been considered to be pollution-control devices not needing permits. Two State DEP inspectors visited the rigs on June 30, 1993, and found all aspects of the previously permitted equipment and operations to be in compliance. However, the inspectors identified the dust collectors on each rig as equipment needing a permit under the point-source air-contamination section of the Nevada Administrative Code. The citation was for " operation of a source of air contaminants without air quality permits." YMP0 stopped work on both drillrigs on the afternoon of July 12, 1993. 3 applied for on July 2,1993, and were approved on July 13, 1993. The Stop i
Order was lifted at 4:30, July 13,1993, with an effective loss of one drilling workday.

Office of Nuclear Regulatory Research Items of Interest Week Ending July 16, 1993 Risk-Based Prioritization of Aaina Research on Motor-0perated Valves The DE (EMEB) staff and contractor presented to the ACRS the preliminary findings from an analysis for prioritizing motor-operated valves (MOVs) based on risk importance. The analysis utilizes the methodology that had been previously developed for including the effects of aging into a PPA model.
This methodology has the capability to identify and prioritize degraded and failed components, including the effects of component interactions, based on risk importance.
In addition to the above analysis, other prioritization methods currently used by the industry are being evaluated to identify whether weaknesses exist that may result in excluding important MOVs from the prioritized list. A validation approach to independently check the different methods is also being developed.
Although the results are preliminary, some important observations are that prioritization should begin with a regeneration of all cutsets containing the MOVs, and that interactions of degraded and failed MOVs with other components, including other MOVs, can increase plant risk.
It is expected that the analysis will be completed this summer.
ANL Study of Reaulation of CANDU Reactors in Canada Recently, RES/DSR completed a small project at Argonne National Laboratory (ANL) where a review was conducted of the regulation of CANDU reactors in Canada. This work was done in connection with this office's support for NRR's pre-application review of the CANDU 3 design.
The final report from the project places Canadian regulation of these reactors in context, and discusses related information in four major report sections:

Regulation and Licensing of CANDU Reactors in Canada 3.
CANDU Safety Systems 4.
CANDU Safety Issues vis-a-vis NRC Regulations The review of CANDU design characteristics and safety systems is concise, and the relating of safety issues to NRC regulations provides a frame of reference without interfering with NRC's review prerogative. The contractor obtained considerable information from Canadian sources and has provided an extensive bibliography to document the review.
The report was forwarded to NRR and closeout of the ANL project has been initiated.

Office for Analysis and Evaluation of Operational Data Items of Interest Week Ending July 16, 1993 D_iaanostic Evaluation and Incident Investication Branch (DEIIB)
During the past week the advance trip for the Quad Cities Diagnostic Evaluation (DE) was completed by the Quad Cities DE Team Leader, Bill Beach of Region IV, along with the DEIIB Branch Chief and other DEIIB staff.
In addition, Mr. Beach and the others in his party were briefed by managers in NRC's Region III offices concerning Quad Cities on Tuesday, July 13, prior to traveling to the plant site. Mr. Beach and his party then visited Quad Cities on Wednesday and Thursday. While onsite they met with the licensee's site management and discussed plans for the DE.
Incident Resoonse Branch (IRB)
On July 12-13, IRB represented the NRC at the Federal Emergency Management Agency (FEPA) Emergency Information and Coordination Center (EICC) in accordance with the Agency's responsibilities under the Federal Response Plan (FRP). The FRP was activated in response to the flooding in the mid-west.
NRC provided information about the effect of the floods on the licensed facilities and contributed to FEMA's status report.
IRB also participated in a National Response Team (NRT) conference call on July 14 with respect to the flooding.
During the past week, a contract for installation of a prototype emergency response communications capability in Russia was awarded to SAIC. The equipment will be used to test operational feasibility and to assist GAN in developing a concept of operations for emergency response under the Lisbon Initiative - Russian Priority 3.
On July 16, IRB participated with Region 11 at an exercise at the Babcock and Wilcox Fuel Facility.
Technical Trainino Center (TTC)
On July 12, the first group of personnel from GAN of Russia began 3 weeks of technical briefings and training at the TTC. This assignment is part of the initial phase of the implementation plan for Russian Prio'rity 5 (Establishment of Regulatory Training Program) as negotiated during a meeting in Moscow, Russia in November 1992. The Russian delegation consists of Peter Alexshin (Director, Department for Licensing Procedures and Coordination of Regional 3
Regulatory Bodies), Pavil Rekuts (Deputy Head, Don Region), Vyacheslav Pozdnyak (Senior Expert, Department of NPP Nuclear and Radiation Safety), and Elena Kusnetsova (Interpreter).
The subject matter to be discussed with this delegation includes training and qualification programs of NRC personnel, recruitment and development programs for NRC technical staff, methodology of NRC technical training programs, content of major elements of the NRC technical training program, use of training aids in the technical training program, fundamentals of inspection training, qualification programs for nuclear power plant (NPP) personnel, and JULY 16, 1993 ENCLOSURE D
a description of the operator licensing program. All of these briefings are being conducted by TTC staff.
A contract has now been established with the Long Island Lighting Company (LILCo) for NRC acquisition of the Shoreham full-scope training simulator, associated peripheral equipment, and associated training materials that are available. A separate procurement effort to obtain an NRC contractor to relocate the simulator from LILCo's training center in Hauppage, New York to the TTC is underway and approaching completion. This contractor will be responsible for dismantling, packaging, moving, transporting, and installing the simulator in TTC space. A separate effort is underway with GSA to obtain and modify suitable space within the TTC facility to accommodate the simulator in a reasonable configuration.
Current projections are for simulator delivery on or about October 1, 1993.

Since the Shoreham simulator represents the BWR/4 reactor design, this acquisition will result in a major overhaul of the reactor technology curriculum in the General Electric (GE) reactor design to shift the base plant used in classroom discussions and simulator exercises from the BWR/6 to the BWR/4 design. This will provide a curriculum that is more closely coupled with the majority of the operating BWR units in the U.S.
The simulator was built by the S3 Technologies Company and delivered to LILCo in 1987. As such, the simulator's computer configuration greatly lags the current generation, and the simulator is not equipped with the advanced thermal-hydraulic, 3-dimensional reactor core, and multinode containment models being added to other simulators at the TTC.

The installation of AUTOS in the Office of the Inspector General started on schedule this week. Twenty-one workstations have been installed so far.
Southwest Research Institute (SwRI) t The Transmission Control Protocol /Internet Protocol (TCP/IP) connectivity problems between SwRI and NRC have been resolved. Compatibility problems between cc: mail (SwRI) and Wordperfect Office mail (NRC) appear to have been resolved.
IRM staff are currently working with SwRI staff to send test messages and files to ensure connectivity.
Comouter Security Activities A revised computer security plan for a personal computer used to process classified data by the Office of Nuclear Reactor Regulation was reviewed and approved.
All offices that had not responded to the annual sensitive system survey were contacted.
l The Office of the Controller provided an updated security plan and other relevant documentation for the Payroll system in preparation for the Certification and Accreditation activity.
Archival Facility Activity (AF)
One hundred forty-three boxes of retired records were removed from the AF and destroyed by Simkins Industries in accordance with the NRC Comprehensive Records Disposition Schedule. The AF contractor has begun preparation for destruction of an additional 218 boxes of records.
As of July 14, 1993, there are 684 shelf spaces available for storage at the

Archival Facility.
IRM estimates that in order to prepare for the move to Two White Flint North,1,000 shelf spaces will be needed for the Office of Nuclear Regulatory Research and 2,000 for all other offices that are moving.

Office of Personnel Items of Interest Week Ending July 16, 1993 Trainina Needs Assessment Reaulations Discussed On July 13, Dr. Marjorie Budd, Chief of the Policy and Curriculum Initiatives Branch,'0PM, briefed members of the training staff about the forthcoming trainir.g needs assessment regulations.
The rule requires each Federal agency to establish a process that systematically links its training and other development plans and resources to the agency's mission, strategic plans, performance goals, and priorities. The purpose of the rule is to build responsive, cost-effective, and sustained human resources development programs in Federal agencies.
Information about how NRC was currently meeting the training requirements was exchanged.
Executive Resources Board to Review Applications The Office of Personnel provided information on applicants for the Senior Executive Service Candidate Development Program and the Supervisory Development Program to members of the Executive Resources Board (ERB) and other Office Directors and Regional Administrators. The ERB will soon meet to provide final recommendations on participants for both programs.
NRC Reoresented at Health Physics Society Conference The NRC was one of 180 exhibitors at the Annual Health Physics Society Conference held in Atlanta, Georgia, July 12 to 14. NRC representatives Jackie Jackson and Tom Yingst, OP, and Mark Robert, Region I, discussed future career opportunities with attendees.
After the conference, Jackie Jackson and Tom Yingst met with the Region II Regional Administrator and his staff to discuss the current NRC hiring situation and plans for FY 1994 recruitment activities. They also met with staff from the Career Planning and Placement Office at the Georgia Institute of Technology.
Workshop on Attention Deficit Hvoeractivity Disorder Attended On July 15, Pat Kaplan, Employee Assistance Program Coordinator, attended a workshop, " Attention Deficit Disorder in the Workplace," presented by Dr.
Peter Robbins, a psychiatrist with the Oakton Family Counseling Center in Fairfax, Virginia.
Dr. Robbins indicated that approximately 20% of individuals who develop the syndrome, also known as Attention Deficit Hyperactivity Disorder (ADHD), in childhood and are not treated continue to have difficulties as adults. Symptoms of ADHD in the workplace may include difficulty concentrating, disorganization, chronic procrastination, inability to follow instructions, shifting from one uncompleted project to another, easy distractibility, and chronic anxiety.
Fortunately, effective treatment is available for this condition.

Office of Consolidation Items of Interest Week Ending July 16, 1993 Second Buildino Status During the week, OMNI sub-contractors began installing temporary power, laying out partition locations for chases and walls, and assembling and installing secondary duct work for HVAC.
l On July 12, Commissioner Rogers and his staff toured the completed base-building.
On July 13, CONS staff presented day care furniture information to OP staff and the day care consultant to the NRC. CONS staff also participated in a day care center board meeting on July 13.
On July 14, the developer reported that County permit review officials have completed the first round of questions about the construction plans for the lower floors.
The developer has begun resubmitting the drawings with changes for County review.
On July 16, the Director obtained a copy of OMNI's critical path schedule for interior construction in TWFN. This schedule shows substantial completion and building final inspections on November 12, 1993. If OMNI and the developer achieve this date, the NRC would be able to begin moving people into TWFN as early as April 9,1994.

Office of State Programs Items of Interest Week Ending July 16, 1993 Environmental Economics Advisory Committee Meetina Maria Lopez-Otin, Federal Liaison, attended a meeting of the Environmental Protection Agency's (EPA) Environmental Economics Advisory Committee on July 13, 1993 in Washington, D.C.
The purpose of the meeting was to review the methodology used by the EPA's Office of Solid Waste (OSWER) in developing a Regulatory Impact Analysis for its rulemaking on " Corrective Action for Solid Waste Management Units". Of interest to the NRC is the committee's thinking on valuation of groundwater. The Committee was charged with answering, among others, the following fundamental question: Does OSWER have sufficient evidence and support after using these methods to ensure that groundwater was understood enough to properly be given a value? The Committee after its review has a number of concerns such as, the definition of a commodity, the partitioning of total values, the statistical analysis of pre-test samples, etc. The Committee intends to finalize its comments in the next few weeks.
Ms. Lopez-Otin has copies of the documents available at the meeting.
Private Enterorise/ Government Interaction Committee The Private Enterprise / Government Interaction (PEGI) Committee held a meeting on July 13, 1993 in Washington, D.C.

Roundtable Conference which is planned for early November. The Roundtable will have open discussions and provide information on the " Federal Technology Transfer Act of 1986".
Participation by Vice-President Gore, Secretary of Commerce Brown, Science Advisor John Gibbons, as well as members of industry, is expected. In this regard, Dr. Gibbons has expressed his support for the

idea engendered in PEGI, i.e., to maintain active cooperation and i
collaborative efforts between the private sector and the Federal government in the area of environmental research.

Region I Items of Interest Week Ending July 16, 1993 1.
Vermont Yankee An exit meeting open to public observation for the Vermont Yankee Operational Safety Team Inspection conducted in June 1993 will be held on July 16 in Vernon, Vermont. The meeting will be attended by Richard Cooper, Region I Director, Division of Reactor Projects, and other NRC representatives. Time will be allotted after the exit meeting to discuss the team's findings and other issues with intererted members of the public. The State's Nuclear Engineer will also attend the meeting.

Nine Mile Point Unit 2 Niagara Mohawk Power Corporation conducted a full participation 50-mile ingestion pathway emergency preparedness exercise at its Nine Mile Point Unit 2 Nuclear Power Plant on July 13-15, 1993. The State of New York, Oswego County, and selected towns throughout the Emergency Planning Zone i
(EPZ) participated, with their actions observed by FEMA. NRC Region I also participated with both a base team and site team.
Preliminary results of FEMA's off-site evaluation will be provided to New York during the week of July 19, 1993, i

Region II Items of Interest Week Ending July 16, 1993 1.
Florida Power and Liaht Company On July 7,1993, Florida Power and Light Company notified the State of Florida and the NRC of a one gallon per minute leak from the St. Lucie Unit I refueling water. storage tank (RWT). The unit is operating at 100%
power. The RWT is a 525,000 gallon capacity aluminum tank containing 2179 ppm borated water.
Over 50,000 gallons have leaked into the ground to date.
Monitor well samples have detected tritium and no other radionuclides, indicating that other than tritium, the radionuclides are being retained in the soil underneath the RWT. The licensee has performed a safety analysis and determined that the RWT is operable.
No visible external leak has been detected, and licensee investigation to date (using a remotely controlled underwater camera inside the tank and sonic listening devices outside the tank) has determined several potential leak locations on the floor of the tank. The licensee is further investigating the location and character of the leak (s) in the floor of the RWT using divers, ultrasonic testing on the tank floor, and dye in the RWT water.
The licensee is pursuing this effort around the clock, and plans to determine a repair method when the leak is located and characterized. the only radionuclide directly measured and reported in monitoring wells immediately adjacent to the tank was tritium (maximum concentrations of 1 E-2 microcuries per milliliter).
Based on tank isotopic concer.tration data and tank leak rates, the licensee estimated millicurie quantities of Cobalt-60 and Cesium-137 radionuclides potentially released to the soils i
surrounding the tank.
There has been no evidence of migration of the radionuclides offsite. The licensee and NRC are continuing to monitor and evaluate potential releases from the tank to the environs.

Nuclear Fuel Services. Inc. - Enforcement Conference An Enforcement Conference was held with representatives from Nuclear Fuel Services in the Regional office on July 13, 1993.
The purpose of the conference was to review and discuss the failures to establish adequate nuclear criticality safety controls which resulted in failures to comply with existing nuclear criticality safety limits during transfer of liquid effluents containing uranium to non-favorable geometry tanks and excavating soil contaminated with plutonium. The licensee discussed their i

Region III held a routine management meeting with Illinois Power Company l
(IP) on July 13, 1993.
Senior representatives were the Regional Administrator, RIII, Charlie Wells, IP Executive Vice President, and Steve Perry, IP Senior Vice President.
Items discussed included plant i
performance, planning for the fourth refueling outage, recent upgrades to the security system, and the recent organizational changes.
Plant performance has been good and steadily improving.
Planning for the i
refueling outage appears to be approximately on schedule.
The scheduled 53-day outage is considerably shorter than previous Clinton refueling outages.

Palisades - Auamented Inspection Team (AIT)
The Regional Administrator visited the site on July 15-16, 1993, to meet with the Augmented Inspection Team onsite, meet with licensee management, and observe licensee activities associated with determining the cause for the recent events involving a lifted control rod and a lifted fuel element that have occurred during this refueling outage.

Regional Administrator and Deputy Regional Administrator met with the Chief Executive Officer and Chief Nuclear Officer of Commonwealth Edison Company on Tuesday, July 13, 1993, to discuss the current status of I
Commonwealth's nuclear stations and related management issues.

Commonwealth Edison On July 16, 1993, Chief, Engineering Branch, DRS, and other members of the Region III staff met with Commonwealth Edison in its corporate offices in Downers Grove, Illinois.
This exit meeting was the combined Byron /Braidwood electrical distribution system functional inspection (EDSFI). This exit meeting marked the completion of the Region III EDSFI inspection effort at all 19 sites.

Dresden Radiolooical Controls Meetinq On July 12, 1993, the Deputy Director, Division of Radiation Safety and Safeguards, and others of this staff met onsite with the Plant Manager and others to discuss the radiological controls program. The meeting focused on overall program improvements and specific accomplishments and I
problems experienced during the recently completed Unit 2 refueling outage. The outage dose total of 1240 person-rem was twice the original goal, which was attributed to a large volume of maintenance activities.

Notice of Intent to Acorove Reclamation Plan for Atlas Uranium Mill A Notice of Intent to approve the reclamation plan for the mill tailings at the Atlas Uranium Mill near Moab, UT, has been signed and transmitted to the Federal Register for publication. The Notice is supported by a finding of No Significant Impact and a documented technical evaluation of the adequacy of the reclamation plan proposed by the licensee.
The Notice will be published in the Federal Register with a 30 day comment period.

Meetina with Wolf Creek Nuclear Operatina Corporation The Deputy Regional Administrator and other members of the Region IV staff met with Wolf Creek Nuclear Operating Corporation personnel on July 14 in the Nuclear Training Center at the Wolf Creek site near Burlington, Kansas.
In this meeting the licensee presented the status of the implementation of their Performance Enhancement Program with emphasis on the corrective action program.
This meeting was open to public observation.

News Conference in Tooeka. Kansas The Deputy Regional Administrator held a news conference on July 15, 1993, in Topeka, Kansas. Along with selected staff members, they briefed reporters on the current status of the Wolf Creek Nuclear Generating Station; NRC initiatives concerning low-level radioactive waste disposal; regulations on the decommissioning of nuclear power plants and other facilities; and other current agency regulatory activities.

South Texas Pro.iect Public Meetina The Regional Administrator and selected staff members conducted a public meeting with licensee personnel at the South Texas Project site near Bay City, Texas, on July 16, 1993. At this meeting the licensee discussed their approach to analyzing and prioritizing problems' identified in the Diagnostic Evaluation Team report, their improvement initiatives, and their restart readiness review process.
