San Onofre Nuclear Generating Station, Units 2 and 3 Enclosed are Amendment Application Nos. 133 and 117 to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS)
Units 2 and 3, respectively.
These amendment applications, which were committed to in the referenced letter, consist of Proposed Change No. (PCN)-
428.
PCN-428 1) deletes Unit 2 License Condition 2.C.(19)b, " Shift Manning (I.A.1.3, SSER #1, SSER #5)," 2) adds Section 6.2.2.f to the Unit 2 Technical Specifications (TSs) and, 3) revises Section 6.2.2.f of the Unit 3 TSs.
Unit 2 License Condition 2.C.(19)b is deleted because the shift manning requirement is proposed to be revised and relocated to the administrative control section of the Unit 2 TSs (TS 6.2.2.f).
This change will make the Unit 2 TSs format consistent with the Unit 3 TSs.
The proposed TS 6.2.2.f for both Units 2 and 3 is based on NUREG-1432 (Combustion Engineering Owners Group Standard Technical Specifications) dated September 28, 1992, and the model TS provided in Enclosure 2 of Generic Letter (GL) 82-16, "NUREG-0737 Technical Specifications."
By the reference (PCN-364), changes were proposed to other portions of License Condition 2.C(19) for Unit 2 and TS 6.2.2.f for Units 2 and 3.
Because License Condition 2.C(19) and TS 6.2.2.f are also affected by this license amendment request (PCN-428), TS pages which incorporate the changes from PCN-364 and PCN-428 are provided for your information as Enclosure 2.
The proposed changes are identified by their respective PCN numbers in the margin.
