HADDAM NECK PLANT - REQUESTS FOR RELIEF FROM SECTION XI CODE REQUIREMENTS FOR THE HADDAM NECK PLANT (TAC M86237)
By letter dated April 8, 1993, Connecticut Yankee Atomic Power Company l
(CYAPC0) submitted a request for relief from certain requirements of the ASME l
Boiler and Pressure Vessel Code,Section XI (Code).
The relief request was l
for a temporary noncode repair for a leak in the elbow of the service water system piping to the emergency diesel generators. CYAPC0 stated that the Code repair would be completed during the upcoming refueling outage.
By letter l
dated June 25, 1993, CYAPC0 informed the staff that the Code repair was completed and requested to withdraw the relief request associated with the l
noncode temporary repair. The staff has reviewed the temporary repair request i
and withdrawal and concluded CYAPCO's submittals are consistent with Generic Letter 90-05. As the weld has been repaired, the staff agrees the relief request may be withdrawn.
By [[letter::B14466, Suppls 930408 Request for Relief from ASME Section XI Requirements,Per GL 90-05,to Make Interim Repairs to Two Pinhole Leaks in Svc Water Sys Elbow Weld.Leaking Weld on EDG B Svc Water Inlet Line Will Be Replaced W/New Elbow|letter dated May 21, 1993]], as supplemented by letter dated June 1, 1993, CYAPC0 submitted a relief request concerning the permanent repair and the replacement of additional service water piping necessitated by this repair.
l Upon completion of a Code repair,Section XI requires an elevated pressure test and visual examination to be performed.
CYAPC0 has requested the use of an alternative to the ASME Boiler and Pressure Vessel Code,Section XI (1983 edition with summer addenda) requirements pursuant to 10 CFR 50.55a(a)(3)(i).
Specifically, CYAPC0 requested the use of Code Case N-416 as an alternative to the hydrostatic pressure tests that are required after completion of the repairs to the Class 3 service water piping.
The relief request is necessary.
because while Code Case N-416 has been approved for Class 2 piping, CYAPC0 has requested to apply it to Class 3 piping.
The staff has reviewed the relief request dated May 21, 1993, and concluded CYAPCO' submittal is consistent with 10 CFR 50.55a(a)(3)(i).
CYAPC0 has demonstrated that the proposed alternative will provide an acceptable level of quality and safety.
Therefore, the staff concludes that CYAPC0 may invoke Code Case N-416 and with the additional examinations, the structural integrity of the system is ensured.
However, by invoking Code Case, N-416 CYAPC0 will not be able to use Code Case N-498, " Alternative Rules for 10-Year Hydrostatic Pressure Testing for Class 1 and 2 Systems," in 1997.
