Dear Mr. Opeka:

SUBJECT:
HADDAM NECK PLANT - RE0 VESTS FOR RELIEF FROM SECTION XI CODE REQUIREMENTS FOR THE HADDAM NECK PLANT (TAC M86237)
By letter dated March 3, 1993, Connecticut Yankee Atomic Power Company (CYAPCO) _ submitted a request for relief from certain requirements of the ASME Boiler & Pressure Vessel Code,Section XI (Code).
Relief request P-9 requested relief from the vibration testing requirements of ASME Section XI, Paragraph IWP-4510, for service water pumps P-37-1A, P-37-1B, P-37-lC, and P-37-1D. Alternatively, CYAPC0 has proposed to take vibration measurements at the associated motor bearing housing for each pump.
Relief is authorized pursuant to 50.55a(f)(6)(i) based on the determination that compliance with the vibration amplitude measurement location requirements is impractical, that imposition of the requirements would be a considerable burden, and considering the licensee's proposed alternative to measure vibration velocity on the pump motor bearing housing.
The relief this action provides is authorized by law and will not endanger life, property, or the common defense and security, and is otherwise in the public interest. The relief has been granted giving due consideration to the burden upon CYAPC0 that could result if the requirements were imposed on the facility.
A copy of the Safety Evaluation is enclosed. If you have any questions please call Alan Wang at (301)504-1445.
