SUBJECT:
UPDATE ON IDAHO AGREEMENT STATE PROGRAM I received a telephone call Saturday from Idaho State Senator John Hansen who reported the following concerning his efforts to adequately fund the State's program:
(a) The Senate had passed the measure (a supplemental type i
appropriations bill) 40-0 on Friday;

-i (b) The House refused to take the issue up for consideration. A two-thirds vote was required to suspend the rules; and (c) The Legislature adjourned sine die.
Thus funding for the Idaho Radiation Control Program was not obtained.
1 The next steps in the process are:
1.
To actually receive the letter from Governor Andrus in which he states his intentions regarding Idaho's Agreement State Program.
l Call from me to Mr. Richard Donovan,) Director, Department of-2.
Health and Welfare, regarding any (a. clarification or questions concerning the letter, and (b) the process here at the Comission.
3.
Call from Chairman Carr to the Governor regarding any (a) clarification or questions concerning the letter, and (b) the process here at the Commi?.sion.
4.
Fax a letter from me to Mr. Donovan regarding files transfer

and certain requirements.
5.
Send forth Comission Paper which includes (a) history, (b) recommendation and proposed transfer date, (c) proposed Commission Order making Idaho licenses NRC licenses, and (d)notificationofpressandCongress.
6.
Chairman responds to Governor's request with registered letter.

Regional Administrator sends Commission Order to all Idaho licensees--include Governor Andrus' letter to Chairman Carr and Chairman Carr's letter to the Governor.
8.
Region IV announces workshop (s) within the State to be conducted by NRC regarding total program of licensing, inspection, fees, etc.
