SE BY IDAHO ON LETTER FAXED TO THEM ON FEBRUARY 13, 1991 This is to inform you of the telephone response I received from Mr. Richard Donovan, Director, Department of Health and Welfare, State of Idaho, regarding the subject letter.
In my letter to Mr. Donovan, I expressed concerns regarding the lack of an adequate staff for the Agreement Materials Program and their continued increase in their licensing and and inspection backlog.
I requested that he inform me within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of the receipt of my letter and their plans to deal with the issues pertaining to their Agreement State Program.
Hr. Donovan responded to my request by telephone the morning of February 14, 1991. He stated that he had been in communication with the Governor's office regarding my letter and that they are in the middle of budget consideration and they would like to request a two week extension to respond with their plan. He further stated that things did not look too prcmising about getting the necessary resources to run the Agreement program, but he is willing to give it one last big push. He would also be informing their licensees about a possible fee schedule, i
I informed Mr. Donovan that while we would favorably consider the two I
week extension, we were seriously concerned about the public health Y
and safety within the State.
I also informed him that we, along with the Organization of Agreement States, would like to see their program turned around. Mr. Donovan stated that he understood our position and that we would be hearing from Idaho within two weeks.

FEB I 4 1991 In closing, I informed him that I would be on travel to Utah starting February 15, 1991 for several days and this would be close to his State and would be willing to visit with him to offer my assistance such as speaking to the Governor or their Legislature.

i STATE PROGRAMS DAILY HIGHLIGHT SUEJECT: TELEPHONE RESPONSE BY IDAHO ON RETURN OF THEIR AGREEMENT TO NRC MARCH 1, 1991 This is to inform the Commission that a return call was received from Mr. Richard Donovan, Director, Department of Health and Welfare State of Idaho, informing Mr. Carlton Kammerer, Director, State Programs, that the State of Idaho will be returning their Agreement State program back to NRC. Mr. Kammerer had placed a call earlier to Mr. Donovan because this was the date the State was to inform State Programs of their decision.
Also participating in this telephone call was Mr. Dick Schultz, Director, Department of Environmental Quality, and Mr. Vandy Miller, Assistant Director for State Agreements Program.
Mr. Donovan further stated that the State will be informing the NRC officially by letter the week of March 4,1991. Mr. Kanmerer stated that he would relay their position to the Commission and that the State letter should be signed by their Governor. Mr. Kammerer further stated that he had met with Chairman Carr today regarding Idaho's situation and that he wanted him to relay to the State that if they would be able to get rescurces to turn Idaho's program around, the NRC would be able to provide some technical assistance and give their State priority on training courses.
