Gentlemen:

SUBJECT: NRC EXAMINATION REPORT NO. 50-302/93-300

This refers to the Nuclear Regulatory Commission (NRC) administered

examinations led by D. Charles Payne during the period of May 10-11, 1993 and

May 24-28, 1993.

Initial examinations were administered to employees of your

company who had applied for licenses to operate Crystal River Unit 3.

Also,

requalification retake examinations were administered to employees of your

company who currently hold licenses to operate this facility. At the

conclusion of the examination, the examinations and preliminary findings were

discussed with those members of your staff identified in the NRC Examination

Report, Enclosure 1.

A Simulator Facility Report is included in this report as Enclosure 2.

A copy

of the written examination questions and answer key, as noted in Enclosure 3,

was provided to members of your training staff at the conclusion of the

examination.

We are concerned with the poor overall pass rate of your icatial license

candidates during this examination. Your facility's pass rate of 75 percent

is considerably less than our expectation of about a nine out of ten pass

rate. Additionally, two

'her candidates just marginally passed the written

examination.

Given the

age of pass / fail grades on the written examination

it appears that some candidates were not adequately prepared to take this

examination and your audit process failed to identify those candidates needing

additional training before sitting for de NRC licensing examination.

You are

invited to respond, within 30 days of the date of this letter, with your plans

to assure that only well prepared and fully qualified candidates are submitted

to the.NRC for operator licensing.

In June 1992, nine candidates from your facility participated in the Generic

Fundamentals Examination. Of the nine candidates examined, eight passed for

an 89 percent pass rate.

.In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
