NPF-80 During an NRC inspection conducted May 10 through June 10, 1993, a violation j
of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, t
Appendix C, the violations are listed below:
l Criterion XVI to 10 CFR Part 50, Appendix B, requires, in part, that measures shall be established to assure that conditions adverse to I
quality, such as failures, malfunctions, deficiencies, deviations, defective material, and nonconformances are promptly identified and corrected.
Contrary to the above, prompt corrective actions were not initiated to l
correct a condition that rendered the Qualified Display Processing r
System seismically inoperable. On January 4,1993, a system engineer identified missing seismic fasteners on the card cages and power supply

racks of the Qualified Display Parameter. System, but actions to correct this condition were not taken until April 29, 1993.
This is a Severity Level IV violation.

30 days of your receipt of this Notice, a written statement of explanation, we
.l note that significant actions have been initiated, as a result of previous enforcement actions, to address. weaknesses in your corrective action program.
