SUBJECT:
REQUEST FOR RULEMAKING ON MINOR AMENDMENTS.TO THE PHYSICAL PROTECTION REGULATIONS 1
A recent review by the Safeguards Interoffice Review Group has identified a number of areas in the physical protection regulations that need amending.
These areas consist of potential inconsistencies, potentially confusing language, printing errors, and outdated terms.
In addition, the division's staff has identified a rumber 'of other nirior changes in the regulations that are needed.
In keeping with the division of responsibilities between NMSS and RES, it is requested that RES initiate formal rulemaking to amend the physical protection regulations.
A p-iosed set of amendments to the rule language is provided in the attached-dra.. Federal Register Notice (FRh). Because some of the proposed rule changes-3 t
affect reactors as well as fuel cycle facilities, we coordinated the development of the FRN with the Reactor Safeguards Branch in NRR, An earlier draft of-the:
FRN was also sent to the Radiation Protection and Health Effects Branch.A history and discussion of the changes are contained in the Supplementary Information section of the draft FRN.
My staff is available to explain the intended changes and assist the rulemaking process in'any way they can.
