June 25,1993 Docket Nos. 50-295 and 50-304 Mr. D. L. Farrar Manager, Nuclear Regulatory Services Commonwealth Edison Company Executive Towers West III, Suite 500 1400 OPUS Place Downers Grove, Illinois 60515

Dear Mr. Farrar:

SUBJECT:

ZION NUCLEAR POWER STATION, UNITS 1 AND 2, SAFETY EVALUATION OF T INSERVICE TESTING PROGRAM RELIEF REQUESTS FOR PUMPS AND VALJES AC NOS M86678 AND M86679) q In a letter dated June 2,1993, Commonwealth Edison Company,(Ceco' or the i

licensee) submitted Revision 04/93 of _ the Second Interval Pump. and Valve Inservice Testing Plan for. Zion Station Units 1 and 2.

Revision.04/93 l

consists of one new pump relief request, PR-12, re' lated to post-maintenance testing of service water (SW) pumps; a revision to pump relief request PR-04, to include the Residual Heat Removal Pumps; a' revision to pump relief-request PR-ll (erroneously submitted as PR-10 in Revision-II/92); withdrawal' of.

Technical _ Approach and Position, PP-02; and.various c1arifications as J

delineated in the Plan's revision summary.

Because of operational considerations, Ceco requested an accelerated staff review of Relief Request PR-12 that deals with post-maintenance testing of its service. water pumps following maintenance that could affect pump performance' reference values.

The Code of Federal Regulations,10 CFR 50.55a, requires that inservice testing (IST) of certain.ASME Code Class 1, 2, and 3 pumps and valves be performed in accordance with Section XI of the ASME_ Boiler and Pressure Vessel Code and applicable addenda, except where relief has been granted or-proposed alternatives authorized by the Commission pursuant to 10 CFR 50.55a(f)(6)(i),

(a)(3)(i), or (a)(3)(ii).

Guidance on acceptable alternativesf to _Section XI requirements was provided in Generic Letter 89-04,." Guidance on Developing

. Acceptable Inservice Testing Programs,"- for certain aspects of lST.

a

-The' staff has reviewed the request for relief submitted by Ceco for the r

-. service water pumps at Zion Station Units'I andL2.

The enclosed Safety _

Evaluation (SE) provides the result of the staff review.

The staff is granting the licensee relief from the post-maintenance testing: required by ther 1

Code because of the impracticality of-complying with the methodology:specified-

-in the Code while at power and the resulting burden it would place on the licensee if the Code requirements were imposed and because the' alternative.

testing proposed by the licensee provides reasonable _ assurance _ of-thei i

operational readiness of the SW pump.

M Mr. D. L. FArrar June 25, 1993 CECO's Relief Request PR-11 was limited to a change in the relief request number.

Relief Request PR-ll was approved as Relief Request PR-10 in the staff's SE issued on June 14, 1993.

In the enclosed SE, the staff is. granting the change in relief request number because it does not involve any technical change to the original Relief Request.

The staff also reviewed the revision to Relief Request PR-04 that added the residual heat removal pumps to the scope of PR-04, which was approved in an SE issued on June 4, 1991.

The change to the scope of this relief request is acceptable since the latest edition of the ASME Code,Section XI (1989 Edition) which has been incorporated in 10 CFR 50.55a(b), no longer requires measurement of the bearing temperature. The staff is, therefore, granting the requested relief in the enclosed SE.

The staff has determined that the relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden that.

could result if the applicable ASME Code requirements were imposed on the facility.

Sincerely, original signed by D. V. Pickett for James E. Dyer, Director Project Directorate 111-2 Division of Reactor Projects - Ill/IV/V Office of Nuclear Reactor Regulation
