Alternate Plan for Implementation of the NRC Safety Goal Policy (Open) (DAW /MDH) ESTIMATED TIME: To be determined i
In its December 18, 1991 report to Chairman Selin on the implementation of the Safety Goal Policy, the Committee stated that it was giving consideration to developing an alternate to the approach proposed by the NRC staff (SECY-91-270, " Interim Guidance on Staff Implementation of the Commission's Safety Goal Policy") for implementa-tion of the Safety Goal Policy.
A working group chaired by Mr. Ward with Dr. Lewis and Dr. Kress as members held a meeting on February 28, 1992 in Denver to discuss such an alternate plan. Committee discussion of this proposed plan has been scheduled during the June 1992 ACRS meeting.
Additional time will be scheduled during the July 1992 ACRS meeting, if needed.

Policy Issues for the Certification of Evolutionary and Passive Plant Desians (Open) (CJW/MME) ESTIMATED TIME:
To be determined A draft Commission paper on policy issues associated with the certification of evolutionary and passive plants was sent to the ACRS members on February 20, 1992 by Dr. El-Zeftawy.
These issues were discussed during the March 1992 ACRS meeting and assignments were made for review of 8 issues applicable to evolutionary and passive plant designs.
The Committee completed a report to the Commission on these issues during the May 1992 meeting.
The Committee plans to comment on 9 additional issues that are applicable to the passive plant designs during the July 1992 meeting.

Revision to NUREG-1365, Severe Accident Research Procram Plan (Open) (WK/MDH) ESTIMATED TIME:

Jordan ' during the July 1992 ACRS meeting.
This is consistent with the Committee's practice of having periodic meetings of this type. The Committee has agreed to have this briefing and it has been scheduled during the July 1992 ACRS meeting.

During the May 1992 ACRS meeting, Dr.
Kerr and Mr.
Carroll suggested the following items for discussion with Mr. Jordan:
e Artificial Intelligence System being developed by-AEOD to predict the course of an accident.
Primary uses of simulators at Chattanooga.
Additional topics for discussion need to be identified during the June 1992 ACRS meeting.

A meeting of the Auxiliary and Secondary Systems subcommittee has been scheduled for July 8, 1992 to discuss this matter.
This item will be referred to-the Committee for discussion during.the July 1992 ACRS meeting.

To be determined The AEOD staff expects to provide a_ paper on insights obtained from an analysis of selected common mode failure events to the Committee before the June 1992 ACRS meeting.
The EDO has offered the ACRS anlinformation briefing during the July 1992 ACRS meeting.
The Planning and Procedures Subcommittee recommends that a decision on this matter be made during the June 1992 ACRS meeting after Dr. Lewis, Chairman of the Systematic Assessment of Experience Subcommittee, had an opportunity to review the AEOD paper.

Use of DACs in the Reculatory Process (Open) (JCC/MME)
ESTIMATED TIME:
To be determined During the April 1992 ACRS meeting, as recommended by. the Planning and Procedures Subcommittee, the Committee established an Ad Hoc Subcommittee on Design Acceptance Criteria (DAC) to consider the pros and cons of the DAC process and to review one or two DACs related to the GE ABWR design.
The Ad Hoc Subcommittee has met on May 6, 1992 and again on June 3, 1992.
The Ad Hoc Subcommittes is expected to submit a proposed report to the full Committee during the July 1992 meeting for its consideration.

The EDO has requested ACRS review during the July 1992 ACRS meeting.
A joint meeting of the Plant
5 License Renewal and Materials and Metallurgy Subcommit-tees has been scheduled for July 7, 1992 to discuss this matter as well as Item 16 noted below.

Branch Technical Position on Reactor Component Fatique Considerations for License Renewal (Open) (DAW /PGS/EGI)
ESTIMATED TIME:
To be determined The NRC staff expects to provide a paper describing the Branch Technical Position on reactor component fatigue considerations for license renewal before the June 1992 ACRS meeting.
A joint meeting of the ACRS Subcommittees on Plant License Renewal and Materials and Metallurgy has been scheduled for July 7, 1992 to discuss this matter along with Item 15 noted above.
This will be scheduled for discussion by the full Committee during the July 1992 ACRS meeting.

Sunnlement to Generic Letter 83-28.
"Recuired Actions Based on Generic Applications of Salem ATWS Events" and Accompanyina Differina Professional Opinicn Generic Letter (GL) 83-28, issued following the failure of reactor trip breakers (RTBs) to open on demand at the Salem plant, requested that all licensees implement a set of long-term corrective actions.
The staff is planning to issue Supplement 1 to the subject GL that would relax two of the initial proposed actions:
performance of life-testing of the RTBs, and periodic replacement of the RTBs and components in accordance with their demonstrated life.
Mr.
C.
Morris (NRR) has filed a Differing Professional Opinion (DPO) in which he states his objection to the deletion of the above two actions.
The CRGR discussed the proposed Supplement 1 on May 12, 1992 and approved issuance of this Supplement.
Mr.
Morris testified at the CRGR meeting.
Details of the CRGR discussion are given in Attachment B.
Following the CRGR meeting, Mr. Morris stated that he wishes to discuss his DPO with the ACRS.
In accordance with Commission direction, the staff will be issuing Supplement i for public comment in the near future.
Mr. Wylie has indicated that Committee review of this matter appears timely during its July meeting.

ESTIMATED TIME:
To be determined The April 1, 1992 SRM resulting from the May 5, 1992 ACRS meeting with the Commissioners requests that the ACRS review in some detail representative ITAACs submitted by the General Electric Company and provide recommendations to the Commission by August 21, 1992.
The Planning and Procedures Subcommittee recommended that the following two ITAACs be reviewed:
Standby Liquid Control System (specifically noted e
by Commissioner Rogers as an example of an ITAAC that is considered satisfactory by the NRC staff).
Residual Heat Removal System (if available in time to meet the August 21, 1992 SECY deadline).
It was agreed during the April 1992 ACRS meeting that the Advanced Boiling Water Reactors Subcommittee (Michelson) review the ITAAC on the Standby Liquid Control System and the Decay Heat Removal Systems Subcommittee (Ward) review the ITAAC on the Residual Heat Removal System.

To be determined The EDO expects to provide a SECY paper describing the status of the staff work on the use of onsite evaluation team to analyze the human factors aspects of selected operating events by mid-July 1992.
The EDO has offered the ACRS an information briefing during the August 1992 ACRS meeting.
The Planning and Procedures Subcommittee will recommend a course of action later when-the work on the SECY paper is closer to completion.

III. POTENTIAL ITEMS FOR FUTURE ACRS MEETINGS 23.
Reactor Operatina Experience (Open)
(JCC/PGS/EGI)
ESTIMATED TIME:

A briefing was scheduled for the June 1992 ACRS meeting I
on the results of the NRC Augmented Inspection Team's (AIT's)' investigation of the November 6, 1991 event that occurred at Millstone, Unit 2 involving failure of a moisture separator reheater drain line elbow, but was subsequently deferred.
Based on recent telecon with the staff, it is understood that the licensee does not agree with the AIT finding that the root cause of this event was due to erosion / corrosion. Consequently, the licensee

has initiated a study to determine root cause of this event.
The staff has agreed to provide the licensee's schedule for completing this work.
Mr. Ward has suggested that Dr. Shewmon discuss this matter during a meeting of the Materials and Metallurgy Subcommittee and recommend a course of action to the full Committee.
The Planning and Procedures Subcommittee needs to recommend a course of action.
24.
Branch Technical Position on Eculoment Oualification for License Renewal (Open) (DAW /EGI) ESTIMATED TIME:
To be determined The staff expects to provide this Branch Technical Position to the ACRS by late June 1992.
The EDO has requested Committee review during the August 1992 ACRS' meeting.
The need for a Subcommittee meeting and the schedule for the full Committee discussion of this matter can be decided after receiving the relevant documents.

ProDosed Resolution of Generic Issue 23
" Reactor Coolant Pumn Seal Failures" (Open) (DAW /PAB) ESTIMATED TIME:
To be determined The NRC staff is scheduled to brief the ACRS on the status of the proposed resolution to GI-23 during the June meeting.
At this time, RES is recommending that' this issue be resolved via rulemaking.
The EDO has raised concerns with this approach.
(See information in Agenda Item 4.0 of Meeting Notebook.)
The Committee needs to decide what action it wishes to take concerning further review of this matter.
26.
Petition for Rulemakina - Protection Acainst Lichtnina and Electrical Transients for Nuclear Power Plants (Open)
(CJW/PAB) ESTIMATED TIME:
To be determined The NRC has received a Petition for Rulemaking from Mr.
R.
P.
Grill, a former employee of the (then) AEC, that requests that the agency amend its regulations to add lightning induced and other electrical transients to the list of phenomena that licensed nuclear power plants must safely accommodate.
Presently, this Petition is under review by cognizant NRR/RES representatives.
The schedule for the disposition of this Petition is uncer-i tain at this time.
Mr. Wylie will recommend a course of action later when the NRC staff has progressed further in its review of this Petition.

Reculatory Contribution to Reactor Safety (Open) (To be assigned) ESTIMATED TIME:
To be determined The Planning and Procedures Subcommittee recommended that Joseph Colvin (NUMARC) be invited to an ACRS meeting to discuss his views on the impact of the regulatory process on reactor safety.
Mr. Fraley plans to arrange for Mr.
Colvin to come to either the July 1992 or August 1992 ACRS meeting.
It has also been recommended that Dr.
Lewis and Mr. Mays brief the Committee on their work on insights to be derived from the Accident Sequence Precursor work.
28.
Elimination of Reauirements Marcinal to Safety (Open)
(HWL/MDH) ESTIMATED TIME:
To be determined The NRC had initiated in 1984 a program to search out and eliminate regulatory requirements that have marginal importance to safety.
A proposal was published in the Federal Register on February 4, 1992 for public comment.
We have received copies of the public comments that have been sent.to the staff during the public comment period.

Second International Ouadrinartite Meetino of Advisory Groups The Committee agreed to consider the possibility of hosting a Wingspread-type meeting to discuss the use of computers in nuclear power plants and management aspects of nuclear plant operations.
A Working Group consisting of Dr. Wilkins (Chairman), Dr. Kerr, Dr. Lewis, and Mr.
Carroll has been formed to develop a proposal for ACRS consideration.
A Working Group mee* Jing was held on May 26, 1992 with representatives of the RSK to discuss planning for this meeting.
Dr.
Wilkins will make recommendations as to future ACRS actions during the June 1992 ACRS meeting.
