Revision 19 (Unit 1) and Revision 14 (Unit 2)

McGuire Pump and Valve IST program Manual Dear Sir; For your information, please find attached (attachment 2) updates to the McGuire Pump and Valve IST program Manual.

This update provide recent changes that have been made to our IST program. The following is a brief synopsis of the changes made, a more detailed explanation of the changes is provided in attachment 1:

1) The frequency of testing valves changed from quarterly to cold shutdown,
2) The frequency of testing valves changed from cold shutdown to quarterly,
3) Added valves to the program to be tested,
4) Editorial changes made to correct past documentation errors,
5) Deleted valves from the program due to modifications made to the plant,
6) Deleted previous relief requests from the program due to relief not approved by the NRC and due to modifications made to the plant,
7) Updated the cold shutdown justification for several valves.

a) 2NI-0103A i Moved valve to cold shutdown frequency testing. PIR 0-M90-0108 identified this valve makes both trains of High Pressure injection inoperable when it is i closed. Unit 2 only, Unit 1 valve was moved to cold shutdown with the recent  ;

d) 2NI-0430A, 2Ni-0431 B  !

Valves moved to quarterly testing, taken off cold shutdown testing list. These f' valves were justified previously for cold shutdown testing due to the piping and valves downstream not being qualified and tested for isolation. Modifications  ;

to this piping now allow testing of the downstream check valves, and therefore  ;

these Ni valves do not provide the final barrier between the safety related ,

piping and the non safety portion. Unit 2 only, Unit 1 valves were moved to quarterly testing frequency with the ten year interval update.

e) NV-0143

Valves added to the test program as a result of VIL-W 93-02, Westinghouse letter NSL-92-012. This letter identified a possible leak path during recirculation flow from RHR pumps through the check valve, through relief valve NV-482 and into the Volume Control Tank. This chec!( valve will be tested at cold shutdown trequency, and will be verified for movement test I closed. The open function of this valve is not safety related. This applies to I both Unit 1 and Unit 2. j

I always in the leak te,. program, reviewing the data sheets revealed they were not indicated correctly. A past review of the old submittals indicated that ,

between revision 6 and revision 7 for Unit 2, the Leak Test requirement was ' -

omitted. This corresponds to a manual format change at that time. Unit I has always been correct.

g) 2RN-0994 Valve incorrectly references flow diagram 2574-2.1. The valve is actually shown on 2574-3.1. Data sheet revised to reflect this. Identified by RN SITA  :

Audit. Applies to Unit 2 only, h) 2VI-0135, 2VI-0136, 2VI-0137, 2VI-0138, ,

2VI-0139, 2VI-0140, 2VI-0141, 2VI-0142, Valves deleted from program. Modification MEVN 3134 deleted the air assist to close the Main Steam isolation Valve function, thereby eliminating the need for these check valves to be tested. Unit 1 previously revised for the same modification to those valves.

2. General Relief Requests Deleted General Relief (IV). This general relief was not approved by the NRC, and is not being re-applied for. The relief from trending of EMO valves without automatic signals was never implemented at McGuire. The corresponding Unit 1 general relief was eliminated during the Unit 1 ten year interval update. This item applies to Unit 2 only.
3. Specific Relief Requests RR-Vl3 Relief request deleted since the valves associated with it were removed from the test program.
4. Cold Shutdown Justifications a) CS-NI4 Revised to include valve 2Ni-1158. Applies to Unit 2 only. ,

b) CS-N122 New shutdown justification for 2NI-103A. Applies to Unit 2 only.
