DRESDEN UNIT 1 DECOMMISSIONING PLAN AND TECHNICAL SPECIFICATIONS REQUEST FOR ADDITIONAL INFORMATION (TAC N0. M66949)

By letter dated January 7, 1986 as revised December 22, 1987; April 29, September 2, and November 21, 1988; March 27, April 10, May 16, and November 1, 1989; June 7, 1991; and February 7, and October 30, 1992, Commonwealth Edison Company provided a decommissioning plan, a proposed renewal of license No. DPR-2, and proposed SAFSTOR TS for Dresden 1.

During our review of your submittals, and as discussed with members of your staff, we have determined that Commonwealth Edison currently does not now have, and does not propose to have, operators that are qualified for fuel handling at Dresden 1 until there is a need to move fuel.

Furthermore, a fuel handling certification program is not now in place for Unit 1 fuel, and Commonwealth Edison has not committed to develop such a program until fuel was scheduled to be moved.

We have determined that for us to approve your decommissioning plan and proposed TS, as well as because of our concern that potential problems in the spent fuel pool could require spent fuel movement on an expedited basis, Commonwealth Edison should promptly develop a certified fuel handler training program for Dresden I and provide it to the NRC for our review and approval.

As part of our review, the NRC will ensure that your proposed training program is adequate to ensure that fuel handling training is done on a timely basis prior to the need to move fuel.

ENCLOSURE 1 TS Table 6.1.1 Page 6-4; Since Dresden is defueled and loading of fuel into its reactor is not permitted, the section labeled "three" does not have any function since the Unit 1 reactor will never be refueled.

Based on our conversation with your staff we have determined that the section labeled three may be deleted.

Please inform us if you agree.

TS 6.2.A.I. Page 6-13; What systems and components involve nuclear safety?

TS 6.C.1.

Page 6-18; NRC rules now permit annual radioactive effluent release reports instead of semi-annual.

Based on conversation with members of your staff we understand that Ceco has no objection to that change to the Dresden 1 TS to make them more consistent with current requirements.
