The U.S. Nuclear Regulatory Commission (the Commission or. the.NRC) has found that:

A.

The app',ication for amendment byl Southern California Edison-Company (the licensee) and the San Diego Gas and Electric Company dated January 15, 1993, and supplemented March 31, 1993, complies with the standards and requirements of the Atomic Energy Act of 1954, as 5

amended (the Act), and the regulations of the Cotamission as set forth i

in 10 CFR Chapter I; B.

The facility will be maintained in conformity with the application, as l

amended, the provisions of the Act, and the rules and' regulations of j

the Commission; i

C.

There is reasonable assurance (1) that the activities authorized by l

this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the regulations of the Commission; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and -

l E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of J

the regulations of the Commission and all applicable requirements have 1

been satisfied.

and paragraph 2.C(2) of Facility' Operating. License No. DPR-13 is hereby l

amended to rrad as follows l

(2). Technical Specifications and Environmental Protection Plan -

l The Technical Specifications contained in Appendix A,L as revised l-through Amendment No. 154, are hereby incorporated'in the-license.

Southern California Edison Company shall maintain the facility in l

l accordance with the Technical Specifications.

3.

This license amendment is effective as of. the date of its issuance and shall be implemented no later than 30 days from the date of issuance.

6.0 ADMINISTRATIVE CONTROLS 6.1 RESPONSIBILITY 6.1.1 The Vice President and Site Manager.. Nuclear Generation' Site shall be responsible for design, construction, operation and maintenance of Unit I at San Onofre Nuclear. Generating Station and all site support s

functions. He shall delegate in writing the succession to this responsibility in his absence.

6.1.2 The Shift Supervisor (or during his absence from the Control Room l-Area,

by the Vice President and Site Manager, Nuclear Generation Site shall

be reissued to all site / station personnel on an annual basis.

6.2 ORGANIZATION OFFSITE AND ONSITE ORGANIZATION 6.2.1 Onsite and offsite organizations shall be established for unit operation and corporate management, respectively. The onsite and offsite organizations shall include the positions for activities affecting the safety of the nuclear power plant.

Lines of authority, responsibility, and comunication shall be a.

established and defined for the highest management levels through intermediate levels to and including all operating organization positions. These relationships shall be documented and updated, as appropriate, in the form of organization charts, functional descriptions of departmental responsibilities and relationships, and job descriptions for key personnel positions, or in equivalent forms of documentation. These requirements shall be documented in the FSAR.

The Station Manager shall be responsible for overall unit safe operation and shall have control over those onsite activities necessary for safe operation and maintenance of the plant.

The Vice President, Nuclear Engineering, Safety, and Licensing and c.

the Vice President and Site Manager shall have corporate responsibility for overall plant nuclear safety.

The Vice President and Site Manager shall take any measures needed to ensure acceptable performance of the staff in operating and maintaining the plant to ensure nuclear safety. The Vice President, Nuclear Engineering, Safety and Licensing shall take any measures needed to ensure acceptable perfomance of the staff in providing technical support to the plant to ensure nuclear safety.

The individuals who train the operating staff and those who carry out health physics and quality assurance functions may report to the appropriate onsite manager; however, they shall have sufficient organizational freedom to ensure their independence from operating pressures.

UNIT STAFF Each on-duty shift shall be composed of at least the minimum shift 6.2.2 a.

crew composition shown in Table 6.2-1.

Administrative procedures shall be developed and implemented to 4

limit the working hours. of unit staff in the following job 1

classifications:

1) On-shift operators responsible for the safe storage and handling of irradiated fuel; 2)

Electricians and their.first line supervisors; 3)

I&C Technicians, Computer Technicians, Test Technicians and their first line supervisors;

4) Operational Health Physics Technicians and their first line supervisors;
5) Boiler and Condenser Mechanics, Machinists, Welders, Crane Operators and their first line supervisors; i
6) Contractor or other Department personnel perfoming functions identical to those perfomed by personnel identified in items I through 5 above and within the organizational framework of the station.

l Adequate shift coverage shall be maintained without rcutine heavy use of overtime. The objective shell be to have operating

Any deviation from the above guidelines shall be authorized by the Station Manager, or by the Responsible Station Division Manager, or higher levels of management, in'accordance with established l

procedures and with' documentation of the basis for' granting the deviation. Controls shall be-included in the procedures.such that individual overtime shall be reviewed monthly by the Station Mana'ger or his designee to assure that excessive hours have not 1

been assigned. Routine deviation from the above guidelines is not authorized.

The Plant Superintendent (at time of appointment) shall be a l

Certified Fuel Handler or shall have previously held an SRO license for the unit.

6.4 TRAINING 6.4.1 A retraining and replacement training program for the unit staff shall be maintained under-the direction of the Manager, Nuclear. Training and shall meet or exceed the requirements and recommendations of Section l

5.5 of ANSI N18.1-1971 and shall include familiarization with relevant industry' operational. experience. An NRC approved program shall be used for the training and retraining of Certified Fuel Handlers.

6.4.2 A training program for.the Fire Brigade shall be maintained under the -

6.8.1 Written procedures

6.8.2 Each procedure of 6.8.1 above, and changes thereto, shall be approved by the Vice President and Site Manager, Nuclear Generation Site; or by (1) the Station Manager; or by (2) the Responsible Station Division Manager; or by (3) Cognizant Managers reporting directly to them as previously designated by the Vice President and Site Manager, Nuclear Generation Site, prior to implementation and shall be reviewed periodically as set forth in administrative procedures.

6.8.3 Temporary changes to procedures of 6.8.1 above may be made provided:

a.

The intent of the original procedure is not altered.

b.

The change is approved by two members of the site / station management staff exercising responsibility in the specific area i

and unit or units addressed by the change, and at least one of whom is a Certified Fuel Handler.
