RESPONSE TO NRC LETTER DATED MARCH 16, 1993 l

REVIEW OF GENERIC LETTER 90-06 COMMITMENTS ,

Your letter of March 16,1993 requested that we resubmit our response to two specific areas of concern for Generic Letter 90-06, " Resolution of Generic issue 70, ' Power-Operated Relief Valve and Block Valve Reliability,' and Generic issue 94, ' Additional Low-Temperature Overpressure Protection for Ught-Water Reactors,' Pursuant to 10 CFR 50.54(f)."

Testina of PORV Control Air System Valves You requested that we commit to testing the control air system valves for the power-operated relief valves for North Anna Units 1 and 2 to assure the capability of the safety backup supply.

Resconse The power-operated relief valves (PORVs) for ]rth Anna Units 1 and 2 can receive either air from the instrument air system, nitr sen from the primary plant gas supply system, or nitrogen from the nitrogen reserve tanks. The nitrogen reserve tanks provide the safety backup supply for the PORVs. The active valves in the nitrogen reserve subsystem are given in Table 1 for North Anna Unit 1 and in Table 2 for North Anna Unit 2. These valves are not classified as /.SME Code Class 1, 2, or 3 components. r The PORV control air system valves listed in Tables 1 and 2 will be tested to assure the capability of the safety backup supply. The valves will be tested by exercising the PORVs with the instrument air system and the primary plant gas supply system isolated and the lines upstream of the isolation check valves vented. This test will

, demonstrate that the valves listed in Tables 1 and 2 will perform their safety functions. t Also, the control air system relief valves listed in the tables will be individually setpoint '

tested to the requirements of the ANSI /ASME Operating and Maintenance (OM)

Standard, Part 1 Requirements for Inservice Performance Testing of Nuclear Power Plant Pressure Relief Devices.

The PORV exercise test with the normal air and nitrogen supplies isolated will be performed every reactor refueling beginning with the first refueling outage for North Anna Power Station that starts after September 1,1993.
